Analysis of work incapacity in the Czech Republic: trends and determinants

Analysis of work incapacity in the Czech Republic: trends and determinants Abstract The thesis addresses trends of work incapacity in the Czech Republic after the establishment of the independent Czech state on 1st January 1993 up to the present. In the theoretical part it focuses on the legislative changes affecting work incapacity during the period under study. Furthermore, it describes work incapacity using demographic indicators of work incapacity and focuses on the structure of work incapacity according to the international classification of diseases (MKN-10), according to the age, region, seasonal trends and occupational classification (CZ-ISCO). This part mainly shows the development of the average percentage of incapacity for work, terminated cases of incapacity for work per 100 000 insured people and the analysis of the average length of incapacity for work. The next chapter is based on the advanced data analysis of the Labor Force Survey. The last chapter is dedicated to the international comparison of work incapacity. Socioeconomic effects of changes in the sickness insurance system after year 2009 in the Czech Republic

The diploma thesis deals with the topic of insurance system in the Czech Republic and its transformations since 2009. Analysis of social and economic effect that was brought by alternation in legislation in code 187 / 2006 has become the objective of this work. The reasons for issuing the legislation alternation were struggles to change negative trends in sick insurance, to avoid unjustified costs and to ensure financial stability of the system. The introduction mentions theoretical concepts concerning the topic of the work and methods and procedures used while composing this diploma thesis. The area of the sick insurance is characterized by basic principles, terms and conditions in claim system and brief history of social protection institute in Czech Republic is also covered. The empiric part describes individual changes as a part of public finance reform. Specific impact on selected actors was subsequently analyzed. Three possible sceneries of resolving sick insurance issue are designed in the final part of the work.
Security in sickness and maternity from the point of view of inhabitans of the Czech Republic

Presented diploma theses evaluates the sickness insurance system in the Czech Republic and Europe from the point of view of the Czech Republic citizens. The aim of the work is to analyze the sickness insurance system in the Czech Republic regarding the system changes and also to find out the reform impacts on insured. Simultaneously the aim is to compare the impacts of the Czech insured with the impacts on those migratory workers who draw a claim to the insurance benefit from foreign systems of Europe. The theory of the social capital focused on the social policy and the social security and its legitimacy, theory of the inequality and poverty, the theory of the human capital and the theory of the bureaucracy were the basis of this work. In order to acquire the objective data at first it was made the comparative analysis of the chosen sickness insurance systems in Europe. Other part of this work is focused on the reform of the sickness insurance system in the Czech Republic and it analyses and compares some chosen indicators of the system focusing the years 2008 and 2009. The first half of the empirical part of the work is made on the basis of the qualitative research and it shows the impacts of the reform on the employees, presents their attitudes, their impressions and their opinions on contemporary shape...
Experience with exercising the new Health Insurance Act.

The Bachelor's work is called "Experience of the application of the Act on Health Insurance". The work describes targets and principles, concept and structure of the new Act on Health Insurance. A separate part deals with health insurance benefits, obligations of employers, insured persons and social security authorities. For comparison the work presents the health insurance system before the new enforceable health insurance legal regulations came into force, i.e. before 31st December 2008. The aim of the work is to describe experience of the application of the new Act on Health Insurance, its pros and cons from the perspective of insured persons, employers and employees of social security authorities; to find out if the reduction of expenses for health insurance benefits was achieved and the insured persons are better motivated to reduce their sickness leave. To find out given problems I choose a qualitative research, inquiry method, semi-standardized discussion technique and document analysis method, secondary data analysis technique. Discussions were held with 12 respondents from insured persons, employers and employees of social security authorities. The research shows that after the new Act on Health Insurance took effect the expenses for health insurance benefits have decreased and the insured persons have been motivated to decrease their temporary sickness leave. A majority of the respondents is convinced of the increased administrative burden of the new system. Within the performed research were acquired opinions of insured persons, employers and employees of social security authorities which can serve as a topic of a potential discussion about an amendment of the Act on Health Insurance.
The effect of the new legal regulations of the temporary job disability and its trend in the South Bohemia

The Public Sickness Insurance Act (Act no. 187/2006 Coll.) which replaced the existing fragmented law regulations governing the subsystem of the public sickness insurance regime in the Czech Republic became effective as of 1 January 2009. The new law regulations in the field of public sickness insurance was expected to bring, among other aspects, a higher motivation of employees and employers for reduction of the events of unjustified temporary work incapacity. The main aim of the Bachelor{\crq}s Dissertation was to find out whether the new law regulation fulfilled the intents and whether the rate of temporary work incapacity of employees decreased and whether the average duration of temporary work incapacity in the Region of South Bohemia dropped in comparison with the situation before 1 January 2009. While drawing up the Bachelor{\crq}s Dissertation, the author used a quantitative research and statistical data analysis. It implied from the results found that the hypothesis ``The number of temporary work incapacities in the Region of South Bohemia dropped in comparison with the situation before 1 January 2009{\crqq} was confirmed. The fulfilment of the hypothesis is correlated with the legislator{\crq}s intent in this area because its fulfilment was intended in the objectives of the new law regulations. The implementation of the new Public Sickness Insurance Act led to a significant reduction of the number of cases of temporary work incapacity. On the basis of the analysis of the data acquired it was proven that the time of duration of one temporary work incapacity was extended in all districts of the Region of South Bohemia. The hypothesis ``The average time of temporary work incapacity in the Region of South Bohemia dropped in comparison with the situation before 1 January 2009{\crqq} was not confirmed. The results of the Dissertation indicate that the adoption of the new law regulation system of public sickness insurance led to the system stabilisation, elimination of undesired trends in the sickness insurance system, limitation of misuse of benefits, involvement of treating physicians and employers in the reduction of the number of cases of temporary work incapacity. The implementation of the new law regulations managed to achieve this objective. Therefore the results found can be used by the Ministry of Labour and Social Affairs as a certain form of feedback relating to implementation of the new law regulation of the public sickness benefit insurance system and the professional public.
