The potential of cannabis legalization in the Czech Republic
Holá, Jana ; Stroukal, Dominik (advisor) ; Špecián, Petr (referee)
The main aim of the thesis is to verify the correlation between cannabis use and the crime rate in accordance with the legalization of marijuana in Colorado 1. 1. 2014. Method difference in differences is used to analyze this problem by comparing Denver with Philadelphia. Philadelphia is the control group because legalization did not occur there. Panel data in monthly intervals for the period from 2006 to 2014 are used. The hypothesis in this thesis is a positive correlation between cannabis use and crime rates. The results of the regression analysis show that differences in number of all offenses per 100 000 inhabitants decreased by 11.83 units and differences in number of violent crimes per 100 000 inhabitants increased by 0.67 units after legalization of cannabis. Increase of violent crimes verified the hypothesis. However the hypothesis was not verified in case of all offenses. The Czech Republic is supposed to be similarly affected by eventual legalization of cannabis, which follows from an applying the results to the Czech Republic. In addition, the discussion shows that the Czech Republic could set a higher tax rate for cannabis than Colorado. If the funds gained from eventual legalization of cannabis in Czech Republic had been allocated properly in society, an increase of violent crimes could be lower.

Snižování rizik u transakcí na trhu s marihuanou v České republice a v USA - instituce přátelství
Běláčková, Vendula ; Ježek, Tomáš (advisor) ; Zábranský, Tomáš (referee) ; Dušek, Libor (referee)
BACKGROUND: Economists depict illicit markets as violent, due to the lack of centralized property rights enforcement. At the same time, the importance of friendship networks and drug sharing is a recently documented feature of the marijuana market. Recent studies show an increased role of acquiring marijuana through friends, especially in settings where drug policy is rather punitive. This thesis extends this research into the norms that marijuana users attribute to their definition friendship. To do this, the thesis conceptualizes friendship as a type of institution that reduces the transaction costs on the market, and like that, it limits the decision making of marijuana market players. DATA: Marijuana market patterns in the Czech Republic and North-Central Florida were analyzed via both qualitative and quantitative research methods. For the purpose of the qualitative study, 44 (resp 66) study participants were marijuana users and retailers recruited at North-Central Florida (resp in the Czech Republic), with the use of respondent-driven sampling. Inclusion criteria into the study was the use of marijuana in the last 12 months. Semi-structured interviews, that took 80 minutes on average, followed an interview guide focused on marijuana use, sharing, purchases, sales and growing, with extensive probes on activities of respondents` "friends", as they defined them. As for the quantitative data, marijuana market modules from two representative general population surveys on substance use were used (CS 2008, NSDUH). METHODS: Qualitative data were analysed with the use of inductive analysis, and were framed into institutional economics theory. Quantitative data were analyzed with the use ordinary logit models. FINDINGS: The study has shown remarkable impact of drug policies on cannabis markets via comparison between the Czech Republic and the U. S. (North-Central Florida). The study findings suggest that users' definitions of friendship include expectations for behavior that sustain the distribution chain within the marijuana markets. Respondents provided definitions of friendship that contained norms on marijuana sharing and reciprocation, purchases for friends, and introduction to the dealer - for whom the term "friend" has been used as a synonym in most cases. In quantitative analysis, acquistion through a friend made significant reduction of price at last purchase in the U. S., approaving the hypothesis that friendship can be an effective institution to reduce transaction costs on the market. In the Czech Republic, such analysis was inconclusive. This demonstrates that the importance of friendship might be higher in countries where drug prohibition is more severe. CONCLUSIONS: Punitive drug policy provides incentives to shrinking the market into social networks, and like that, it imposes harms on users in terms of decreasing control over their substance use can criminal risks (larger amounts purchased, and the risk of detection to regular citizens, who serve as middlemen on the market without an intention to make profit). For more precise estimates, further surveys shall distinguish between different modalities of friendship, and between different product types.
Planting requirements of hemp (Cannabis sativa)
KUDĚJOVÁ, Simona
Hemp (Cannabis sativa) is used in many branches, e. g. in textile industry, power engineering, food processing industry, paper industry or animal production. The aim of this thesis is to summarize information about requirements of hemp for temperature, soil water, soil, nutrients and light in a form of literature research. It also concerns crops´rotation, affects on following crops and the influence of these magnitudes on seeds´yield and biomass. Hemp is a plant of a short day. Suitable soils for hemp growing are fertile, deep, well supplied by nutrients with neutral to slightly basic reaction. The plant is sensitive to lack or over-supply of water in the early stages of growth. Total annual rainfall in area of growing should not be below 500 mm. The plant needs the most of water during blooming period. The main nutrients influenting the fibre yield are nitrogenen and potassium. Phosphor influences seed maturing and the hemp grow for seeds needs more of it than hemp for fiber. The density of growth, i. e. seed rate depends on the aim of planting as well. For planting for seeds lower density of planting is better. Hemp is a good previous crop for grains. It can be grown on the same place for several years. The sowing term is from half of April to the half of May, it depends on climatic conditions. However, earlier planting is recommended. Harvesting is the most demanding part of growing because of the lack of special machines. Hemp for fibre is harvested during the blooming period (August). The later the harvest causes lower quality of the fibre because the stem starts to lignify. The harvest of seeds starts 5 to 6 weeks later than the one of fibre, when the seeds in lower half of the inflorescence are fully mature. By earlier harvesting, the seeds lose germinability, by later one there is a risk of huge losses of seeds by their falling out of the inflorescence. Illnesses and pests are in our area meaningless. Hemp suppresses weeds very well, thats is why chemical protection is not necessary.
Economic effectiveness of the cannabis treatment in the Czech republic
Haasová, Radka ; Běláčková, Vendula (advisor) ; Houdek, Petr (referee)
Thesis deals with currently discussed topic -- the medical use of cannabis -- the missing possibility in the current medicine state in the Czech republic. Despite the fact that cannabis seems to be very effective for medical use, official medical use of cannabis permitted by law can be observed in only few countries. Czech republic doesn't belong among these countries, however there are some tendencies to change current situation. The goal of the thesis is to stand up for medical use of cannabis in the Czech republic and to contribute to above mentioned tendencies to change current situation. To reach the goal thesis introduces theoretical background of medical use of cannabis which explains advantages of its use, but primarily in the empirical part in which compares current (without the use of cannabis) and potential costs (with the use of cannabis) of the treatment of multiple sclerosis comes with the conclusion that with the use of cannabis is possible to save 1 931 923 444,- CZK.
