Impact of floods on the property market in Prague

Master's thesis is focused on the problem of the economic impacts of floods on the property market in Prague. Aim of this work is to clarify whether the floods affect the price of real estate and to what extent. Hypothesis is that floods affect the price of property in flood plains. This effect is determined by the hedonic price model (HPM) for the analysis of secondary data. The theoretical part explains the risk of flooding and floodplains mapping. This section further explains the whole hedonic model and reviewed studies provide a research procedure outside the Czech Republic region. The practical part deals with the exploratory analysis, regression analysis and hedonic price modeling based on the implicit price of flooding. Finding of the thesis is the fact that property prices in Prague are affected by the Q100 flood plains resulting in positive and negative impact confirmed by a log-log weighted least squares regression model. It is shown that implicit price of flooding far exceeds the cost of building flood protection measures in Prague.

Floods are natural phenomenon that can be hardly resisted and that represents the biggest direct danger aut of all natural disaters. They cause both emergencies, during which huge material damage supervenes and also casualties in flood-affected areas. Ecological damage and devastation of the affected land are also the results of floods. Floods cannot be prevented, however, their consequences can be avoided or diminished by effecient measures. Floddes pointed out the necessity to build up and to complete flood control facilities in flood-hazard areas.
Analysis of flood situation 2002 in the district of Lužnice river - near the village Majdalena.

Floods in 2002, in the village of Majdalena specifically, directly touched the lives of many families. The flood wave destroyed the village citizens´ possessions and property and what was not destroyed, that was seriously damaged. Water is a powerful element one can not exist without, but if it affects human lives and causes damage, the human psyche is scarred for a very long time. "Analysis of the 2002 flood situation in the Lužnice River - near the village of Majdalena" deals with the course of flood conditions, the resolution of consequences and the subsequent measures. The main goal is to determine the current status of flood protection in the river Lužnice near the village of Majdalena, the partial goal is to analyze the flood situation in 2002 from the point of view of intervening components and the area administration. The first part deals with flooding in general. Various flood levels and their subsequent resolutions are described. After the 2002 floods, a number of analyses of these catastrophic floods causes were worked out. The meteorological forecasting method was enhanced, the measures to improve forecasting, warning and alert services were suggested. Area administrators try to raise towns and villages flood resistance with the help of subsidies. The intervention was subsequently analyzed from the point of view of intervening units, public administration and citizens. The second part mostly deals with the specific analysis of the extent of flood situation in the sandpit of Majdalena. The detailed analysis showed that the reservoir dam had been designed according to the technical parameters standard for a given time. And only the competent decision-making of the involved bodies of the region and its municipalities and the experience gained after the floods in 1997 in Moravia was a very important contribution to mitigate the consequences of flooding and to avoid the loss of human lives. At the conclusion of the thesis you can ask a hypothetical question: Is it possible to clearly, accurately and quickly predict the impending disaster as a result of unexpected natural changes? Flood control measures may be as perfect as possible, but sometimes a human being stands helpless against natural elements. The events in the village of Majdalena were only one part of consequences of floods in 2002 that had affected the whole area of the South Bohemian region.
Health risks to the area affected by flooding and measures to overcome them in the territory of the Czech Republic.

The topic of my thesis called "Health risks to the area affected by flooding and measures to overcome them in the territory of the Czech Republic" I have been engaged in over the recent years affected and still affects all of us. I think this topic is actual as the Czech Republic was hit by floods several times in the past. It is still necessary to develop new measures to minimize the consequences on the lives and health of the population after the flood. In the theoretical part of my thesis, I described the most common infectious diseases associated with the consequences of floods and I was trying to point out the measures which are needed for the rescue and liquidation activities in this natural disaster. The described measures are important to minimize the infectious diseases which threaten the population. To find the practical results, I prepared the questionnaire that I gave to the random people who were involved in the floods in 2002, 2006 and 2009 in the South Bohemia and Pilsen regions. Then, I compared the results of the infectious diseases with the statistical data of the reported infectious diseases in the Czech Republic. The study tested the hypothesis whether the population at the time of the floods was duly and properly protected and informed about the health risks immediately after the flood. This hypothesis can be closed as confirmed as I was convinced that the measures were sufficient to protect the population against the health risks. I dare to say that there are no health risks during the floods, because the only one practical and theoretical knowledge talk about preparing for the evacuation due to a possible flooding.
Characteristics of the territory in relation to the possibilities of occurrence of extraordinary events and crisis situations and the way to solve them.

The goal of my thesis was to provide a basic and comprehensive picture of the territory of the town of Tábor, and to describe how the characteristics influence the possibility of occurrence of extraordinary events and crisis situations, including the follow-up ways to solve these situations. Another goal of my thesis was to present a picture of the possibilities of occurrence of selected and particular extraordinary events and crisis situations, including the identification of the readiness level of the crisis management authorities of the town of Tábor for these events. In the final part there are findings and information based on which we can state that the hypotheses were confirmed. Based on the characteristics of the town of Tábor, which influence the occurrence of unfavourable events and their solutions, the level of readiness of the town for these events is considered to be good, and currently additional new measures are taken to stabilise and improve this readiness.
Czech Republic Police Activities in the Event of Reoccurring Floods in the Třeboň Region.

While writing this diploma thesis, I realized that the issue of the Czech Police{\crq}s activities in the context of potentially reoccurring floods is a considerably complex matter. Moreover, it is subject to a multitude of mutually intertwined and interlinked laws and regulations. In the theoretical part, I studied the relevant laws concerning high-water crises, e.g., floods, and the work of the police in such emergency situations. Also, I focused on floods as such, their types, the factors leading to high-water scenarios, and the different levels of activities during floods. Thereupon I compiled an overview of the authorities of competence during floods, and examined the laws dealing with high-water crises. The second part of my thesis details the events that occurred during the flood in the Třeboň region in 2002. Finally, my thesis presents a detailed description of the current organizational structure of the PCR, as one of the fundamental elements of the country{\crq}s Integrated Rescue System (IZS). In the practical part of my thesis, I present an evaluation of a questionnaire that was taken with the aim of analyzing the level of preparedness of the PCR for maintaining public order in the event of a flood. My research indicates that the level of the PCR{\crq}s preparedness is not adequate enough, primarily in terms of existing material provisions and communication amongst the individual units of the IZS. This problem cannot be solved on the level of the Třeboň District Police (OOP) alone, for it has to be approached centrally in the context of potential flooding in the given locality. Another drawback appears to be, apart from shortage of PCR{\crq}s material provisions, also communication amongst the IZS units, particularly on the level of field watches (ground surveillance). A survey focused on to-date experience of the PCR{\crq}s members in the area of assuring public order in flooded territories revealed that the main problems the policemen had to deal with was disobedience and obstinacy on the part of the public when asked to evacuate a place, as well as inadequate provisions for effective communication. Moreover, the survey revealed inadequate knowledge of the scope of competence on the part of the PCR when ordered to evacuate a flooded area. Clearly, the Police Code should be applied consistently and better knowledge thereof pursued through periodical training, upgrading, and independent study. Despite the above shortcomings and the many problems arising therefrom, it should be noted that the organization of rescue activities was handled well, thanks to maximum effort of all the participating persons, so that the population suffered no major casualties or significant material losses.
Complex solution of flood protection of Ledenice through drainage conditions adjustment in extraregion

Assesses flood control measures implemented in the years 1997 - 2010 and their impact on the overall protection of the village Ledenice.
Exploitation of the European funds in the process of elimination of effects

The aim of my thesis is to analyze the usage of drawing the financial means from the EU funds intended for removing the consequences of floods in South Bohemia in 2002 and the interpretation of the flood protection intervention itself. The thesis is divided into three parts. In the first part floods are being defined in a common way and we are informed about several water management companies and flood forecast services. It also deals with the causes of the floods from 2002; attention is also given to the flood intervention measurement, mainly from the technical aspect. In the next part we are dealing with a brief presentation of pre-accession funds and then we enlarge upon EU structural funds. In this part we also point to the funds from which it is possible to draw financial means for removing bad consequences of natural catastrophes. The center of my thesis is a detailed analysis of the usage of drawing financial means from the EU. In the end we will assess the fruitfulness of the drawing on financial means from the EU within the individual programs.
The effect of floods on the ichthyofauna of Štěpánovský stream

The effect of floods on the ichthyofauna of Štěpánovský stream (left-hand affluent of Sázava River, aver. summer flow rate 0.2 m3s-1) was studied using diet analysis of kingfisher A. atthis preying exclusively on local fish community. The first local flood event (2 August 2001; flow rate 100 m3s-1) caused drastic shift in the ichthyofauna composition from original fish community dominated by brown trout S. trutta, brook trout S. fontinalis and bullhead C. gobio to fish community dominated by bleak A. alburnus, roach R. rutilus, chub L. cephalus and gudgeon G. gobio. The second flood event (all Czech Republic floods in August 2002; flow rate 4 m3s-1) was surprisingly much less destructive to fish fauna. Consequently, the stream played also the role of refuge for many new fish species including juveniles of nase C. nasus, vimba bream V. vimba, barbel B. barbus, asp A. aspius and sunbleak L. delineatus, from highly flooded Sázava River.
