Forms of Regional Co-operation in the Light of the Promotion of Production

The aim of the bachelor thesis "Forms of Regional Co-operation in the Light of the Promotion of Production" is to analyze selected forms of regional cooperation and to define its potential for promoting local production. I have chosen the local action group named LAG Vltava, c. a. for my thesis. This action group is located in southern Bohemia. The work consists of two parts. The first part is a literature survey, where the theoretical information on the basic concepts, which I use at work. After this chapter, followed by a brief presentation of methodological approach. The second analysis of the work deals with the specific characteristics of local action groups. The main objective of the analytic part of the thesis was to evaluate formulated hypotheses. The last chapters are devoted to the evaluation of the information obtained and the formulation of conclusions. Analysis of both primary and secondary data has shown the desire of local action groups to support local producers and generally contribute to the development of the region in which the Local Action Group. Local Action Group is able to support local entrepreneurs, both members and non-members.

The aim of the bachelor thesis "Forms of Regional Co-operation in the Light of the Promotion of Production" is to analyze selected forms of regional cooperation and to define its potential for promoting local production. I have chosen the local action group fully named Civic Association "CHANCE IN NATURE - Local Action Group" for my thesis. This action group is located in southern Bohemia. After a general introduction, the second chapter presents a brief theoretical fundament of the problems to solve. This part is followed by a short presentation of the methodology and then a characteristic of the specific local action group. The main objective of the analytic part of the thesis was to evaluate formulated hypothesis and to answer the research question. Analyses of both primary and secondary data showed an existing effort to support local producers, resp. local production and generally to contribute the development of the region where the local action group is operating. Even if the enterpreuneurs{\crq} membership of the local group is not too numerous, the local action group is able to support local entrepreneurs when offering help to both members and non-members. The example of this specific local action group shows obviously a potential of such association to support a regional development.

The main aim of the thesis about "forms of regional cooperation in terms of production aid" was to analyze activity and definition of the potential of selected local action groups. For my thesis I chose a local action group operating in the South Region, MAS Třeboňsko o.p.s. The theoretical part is aimed at describing the basic concepts of tackle. The analytical part describes selected local action group. The main task was to determine the hypotheses and then evaluation. To evaluate the hypotheses used two questionnaires. The first questionnaire was designed for members of local action groups and one for entrepreneurs who are not members.

I chose local action groups called {\clq}"The civil association LAG Střední Povltaví"(LAG SP). This local action group resides in Kovářov. From the survey, I examined whether the members of LAG SP are satisfied with membership LAG SP.
The role of the LEADER programme in the development of the Chelčicko-Lhenicko region

The purpose of this thesis is to describe the LEADER programme and to determine its potential applications in the Chelčicko-Lhenicko region. The theoretical portion of the thesis defines both the details of the structural funds for the implementation periods 2004 {--} 2006 and 2007 {--} 2013, as well as the contents page of the LEADER+ programme, which includes a brief overview of the LAG {--} Local action group. The practical portion focuses on describing the monitored area and on the potential applications of the LEADER+ programme in the Chelčicko-Lhenicko region, as evaluated using a SWOT analyses. The conclusion of the thesis presents the benefits of the LEADER programme for the monitored region and includes other suggested LEADER+ type programmes.

At the beginning of the year 2008 I chose the topic for my bachelor diploma paper {\clq}"Forms of Regional Co-operation in the Light of the Promotion of Production". I have chosen the group called LAG Strakonicko which is a Local Action Group located in my home town Strakonice. I have found out that activity of this group is based on the cooperation on the tripartite basis (public administration, non-profit making organizations and businessmen). To gain money from the European Agricultural Fund for Rural Development for projects mentioned in LEADER strategy plan a group should prove its existing activity in accordance with LEADER rules and it should have a carefully prepared LEADER strategy plan. The common vision of all members of LAG Strakonicko including a four village association (the Region of Middle Otava, the Region of Lower Otava, Strakonice Region and Šumava Podlesí) is the vital countryside which will be inspired by its history and tradition of the given regions and which will continue in its development and which will use its current potential at the same time. From my point of view the manager LAG Strakonicko Bc. Jiřina Karasová and her assistant Ing. Věra Dědíková are right people at the right place because they know everything about the region they are working in, they know all legal rules and mainly they work with enthusiasm on promotion and regional development. One part on my research was a questionnaire among businessmen who are not members of MAS. Local farmers were the most informed among the interviewees, other businessmen mostly did not know anything about the activities or they did not know anything about the existence they of this group at all. The interviewees see the biggest negatives in demanding administrative work on application forms, bureaucracy, problems with project application forms and financing in advance. The last part of my research was a questionnaire among businessmen who are members of MAS. I have found out that approximately 33,3% of the members were founders. For 83,3% of interviewees the membership in MAS met their expectations. The results of the survey show that the membership in MAS is advantageous for businessmen at least concerning the LAG Strakonicko. The proves of this fact are successfully approved and financially encouraged projects ``Country market-hall{\crq}q and ``Strategic plan LEADER 2007 {--} 2013{\crq}q. A great variety of prepared projects will be carried out thanks to gained financial support. The above mentioned projects include for example, renovation of a hand carved bee house and its functional regeneration, mile restoration and many other interesting projects influencing a successful regional development.

Analýza financování neziskových organizací

The creation of local inter-sector partnerships (the so called Local Action Groups) of the Czech Republic which are based on the LEADER principle was instigated by the activity of other member states of the EU. Since 2004 European and mainly Czech grant policy has been supporting the possible formation of partnerships among the non-profit, private and public sphere in the Czech Republic and its formalization into organizations with relevant legal personality. After several challenges of the "LEADER ČR" and "LEADER +" programmes in the years 2004 -- 2006, there are about 150 Czech functional LAGs (which are called 'MAS' in Czech) which can participate in the LEADER 2007 -- 2013 programme, i.e. in the last planned European grant programme for LAGs in the Czech Republic. If they do not succeed with their requests in the two planned LEADER challenges, future existence of these unsuccessful organizations will be questionable. The aim of my diploma thesis is to explain the developing situation of LAGs in the Czech Republic, to state the possibilities of operating and drawing the sources for financing the LAGs outside the Programme for Rural Development -- Axis IV. LEADER, and financing from other grant programmes which are available for LAGs. The thesis points out that the management of some LAGs is able to create their own financial and non-financial sources in the organization. In diploma thesis also try to find another financial sources for this well established and good functioning organizations with considering their constitution.
