Service of documents in administrative proceedings

V ANGLICKÉM JAZYCE The thesis focuses on service of documents in administrative proceedings. At the beginning of the thesis, the used terminology and constitutional framework are defined. The main part deals with the two main forms of delivery, an electronic and a documentary form. Regarding the excessive use of electronic communication in today's society, the electronic form is described in detail. Afterwards, the thesis deals with the issue of the service of documents to foreign countries and defects that may occur during the delivery. Many uncertainties and questions have arisen putting an information system of data boxes and using of data boxes for communication between entities and administrative bodies into operation. The author therefore dedicated a considerable attention to this topic. Attention is also paid to the institute of electronic signature. This institute was adopted in the Czech legislation in accordance with European legislation. Elaborating this thesis, the author used primary legal sources, literature both domestic and foreign origin, and public information sources.
M-technologies in education and in the management of Primary schools in the Moravian-Silesian region

The diploma thesis "M-technologies in education and in the management of Primary schools in the Moravian-Silesian region" deals with modern technologies in the context of education and in the context of school management. The theoretical part summarizes the basic theoretical information about m-technologies and other modern technologies which then comes the part of research of the thesis which is focused on facilities and use of modern technologies ICT in education and in the management of Primary schools in the Moravian-Silesian region. Questionnaire results and research about using modern technologies in education and in school management are the focus of the practical part. The thesis deals with level of implementation and use of m-technologies and other modern technologies in primary schools. Electronic communication with the tax administration

The diploma thesis summarizes current possibilities of electronic communication with the tax authorities, provides characterization of taxpayers electronically communicating with tax authorities, maps their awareness, knowledge and technical capabilities of electronic communication and provides information about their view of contemporary possibilities of communication channels of the tax authorities. The main goal is to draft recommendations to improve the effectiveness and usefulness of computerization of tax administration for both tax payers and tax administrators. The first part is devoted to theoretical bases and the basic concepts of the legislative base of electronic communication with the tax authorities. The practical part describes the procedure for filing the value added tax electronic submission through the application Electronic filing for tax authorities followed by processing electronic data received by tax authorities. A survey and evaluation of statistical hypotheses using chi-square test was also carried out. Suggested solutions of the main goal of this diploma thesis were formulated on the basis of a synthesis of findings and results mentioned above.
Information systems in public administration

The bachelor thesis is focused on the use of information systems in public administration. The main objective is to analyze the use of information systems and registers of e-Government. Partial goals are to specify requirements for the information systems used in public administration as well as to define the registers used in public administration. In the practical part I formulate my own experience in obtaining information from government authorities in accordance with relevant provisions of the Act no. 106/1999 coll. on free access to information including experience with establishing, use of electronic signatures and data boxes. In the end I suggest where the public information systems could be further utilized.
E- Government in Czech Republic

The bachelor thesis deals with e-Government in Czech Republic. The first part of the thesis defines the Public Administration, the basic distribution and the principle of the organizing. Further there are presented types of Government and their legislation. This bachelor thesis will introduce historical development of e-Government and its present condition. It will pay a special attention to the legal regulations, which is one of important aspects at its development. Further it will introduce individual projects of electronization in Public Administration, which influence level of e-Government. Consequently bachelor thesis deals with levels of eGovernment in Czech Republic and compare it with another European states The second part of the thesis is based on questionnaire survey focused on analyzing practical use and availability of the two most elements used in the Electronization of the Public Administration, project Czech POINT and Data Mailboxes, citizens and other subjects.
Economic impacts of reorganization file and archiving service at the Ministry of Defence of the Czech Republic

Bachelor thesis deals with an analysis, evaluation of results and problem of management development file and archive services within the Ministry of Defence (MoD) in continuous reorganization conditions of the service at the beginning of the gradual implementation of the electronic systems supporting processes depending on the project of government computerization of the Czech Republic. It summarizes various stages of the history and continuing evolution of that particular service within the MoD. It also reflects current implementation projects which have impact to document life cycle and compares economic aspects and impacts of implemented activities connected to computerization and automatization. Bachelor thesis recapitulates the actual legislative conditions in area of records service with focus to the registration of the particular documents in various categories within the MoD, including the final forwarding of documents to the administrative archive of the MoD. The next part of bachelor thesis describes the development of archival service, organization of archives and execution of public administration in the area of the archival service in the Czech Republic as well as it describes the structure and position of MoD archives, its composition, powers and actual changes facing the archive computerization. Conclusion assesses the economic impacts and troubleshooting management and development of files and archive services within the MoD. This part uses exact economic indicators comparing formal and current method to secure document lifecycle and points out the pros and cons of current processes set by current legislation.
Data boxes

The thesis deals with project data boxes, which was launched in 2009. The aim of this project is electronic communication between public administration, local government and natural or legal persons. Data exchange system is one of the basic elements of e-government is used to send and receive data messages. Thanks to the legal framework of the data report elevated to the same level as registered mail with legally essential effects. The main part of the thesis, excluding the current legislation, the analysis of the recoverability of data boxes at Moore Stephens Ltd. and the proposal of appropriate software solutions for optimal utilization of the data mailbox and archive data messages. We were also examined possible system errors and any suggestions for improvement.
Data boxes

The main topic of the diploma thesis is the development of data boxes in the Czech Republic from the very beginning to its current valid legislation. It focuses on the law No. 300/2008 on electronic operations and authorized conversion of documents. This law has integrated the data boxes into the Czech rule of law. Besides, attention was given to the main terms related to the electronic communication via data boxes (data message, data box, establishment of a data box, types of data boxes). Furthermore, in the thesis is also mentioned the project of data boxes at the town hall for the region of Prague 13. The possibility of submission a request on establishment of a data box for individuals has also been discussed. In the conclusion were given remarks and recommendations related to the issues.
Data mailboxes

The thesis deals with electronic communication through data mailboxes. It provides the legal framework that regulates this kind of communication and how to work with data mailboxes as a business entity. The theoretical part is about issues and defining basics concepts, legal framework and ways how to work with the data mailboxes. The practical part is devoted to the company, which uses the data mailboxes to comunicate with authorities and also with clients. Based on consultation with users is evaluated what pros and cons brought them this news and also is quantified their cost savings, which are associated with communication through data mail boxes.
Administrative processes in public administration

This Bachelor's thesis focuses on characteristics of administrative processes in government administration. The first part presents theoretical basics for the analytic part and deals with explaining initial concepts: process, administrative process, administrative workflow, public administration, government administration, filing and shredding order, and other concepts closely related to administrative processes and government administration. Furthermore in the theoretical part, the author deals with the analysis and description of executors of government administration, particularly focusing on ministries. The second part of the Bachelor's thesis focuses on characteristics of a selected government body and its services. Moreover, this practical part deals with description of a specifically chosen process in the government body and its analysis. It is a process of electronic registration of the movement of documents. The outcome of this thesis is a proposal of the most effective changes to improve the process functioning and the overall facilitation of handling documents in the electronic form.
