Culture as a Public Service and Legal Forms for Its Providing

in English: Culture is an integral part of civil society. Its positive effect on human being affects whole society. Social relations are created by culture. For that culture is percieved as public service to which is necessary to create appropriate atmosphere for its developement. There are a number of instruments which can do that, for example legislative atmosphere, cultural politics of state, regions and towns, public and private support and motivation of citizens to participate actively. According to theatres in Prague I try to describe these instruments and to find out which legal form is the most appropriate for cultural subjects from the legislative point of view and practic functioning.

Press and cultural politics in pardubice region in times of normalization

This dissertation gives a comprehensive picture of the press organs of the Communist Party of Czechoslovakia in the district of Pardubice during the so-called normalization. The first chapter describes the historical contexts of this era, particularly changes in policy after the onset of Gustáv Husák at the head of the Communist Party in April 1969. With this change is related to another topic: extensive purges in the Communist Party, which took place in 1970. The second chapter focuses on changes in the media at the beginning of normalization, in particular the abolition of some periodicals and restoring censorship, and changes in the cultural field, especially strengthening the focus on the Soviet Union, the emergence of new artists' unions and various legal regulation in order to strengthen ideological supervision of the this sphere . The third and fourth sections are devoted East Bohemian press: daily newspaper Pochodeň, published in Hradec Králové, and Pardubice district newspaper Zář. It briefly describes the history of these newspapers and their effect during the Prague Spring and subsequent developments in normalization. The Image of the Artist in Czech Feature Films after 1948

After the Czechoslovak coup d'état of 1948, the cultural politics of the Communist Party became the only power that should organize, regulate and evaluate cultural affairs. This brouht radical changes of the status of artists. That artists who belonged to the rank of intellectuals had to follow needs of the new kind of society. They accepted orders from above and their activity was strictly controlled. Proletarian amateurs and folk art were officially encouraged. The examples of the progressive art were found in the USSR and also among personalities from the history of the national culture. Cinematography, to which was placed a requirement of topicality, also presented the new image of the artist. The most noticeable results were reached in biografical films about our classics and films exposing folklore and cultural life of the working class. The integration of an intellectual artist into the new society became a pivotal theme in movies Písnička za groš and Nezlob, Kristino. As episodic characters, we can find also completely negative types of artists - enemies of that new society. This spectrum corresponds to a general typology of people that was used in art, journalism and public speech in general: mature, confused and totally inadaptable (designed to be displaced).
