Comparison of Political Parties ODS and TOP09: Program versus Reality

The bachelor thesis "Comparison of the Political Parties ODS and TOP 09: Programe versus Reality" analyses how successful were the mentioned political parties in the implementation of their election programmes in actual fact. The beginning of this thesis deals with the theory of the party systems. The Giovanni Sartori's and Jean Blondel's typologies are applied to the Czech party system. The second section of this part follows up the Klaus von Beyme's theory of the party families, the emphasis is put on the conservative and liberal thinking, which the political parties ODS and TOP 09 recognize as their own ideologies. By using the election programs, comparative method will find out which of the studied party was more successful in the implementation of their promises into the reality. The Comparison analyses the election programs of the both parties for the elections to the Chamber of Deputies of the Czech Republic in 2010. Evaluation has been done in four sections, which are the economic policy, the struggle against corruption, the social system and the pension reform. Regional Parties in the Political System of the Czech Republic

Czech party system can be described as relatively young compared to other, especially western European party systems. However in these days we can identify a number of regional parties inside it. This work answers the question how we can accurately identify which political entities belong to the group of regional parties in the context of the Czech Republic and which not. Likewise, it brings analysis of the position of these kinds of formations in the Czech political system. The theoretical part deals with the definition of "regional party". It brings several different theoretical approaches, which deal with the definition of that term, and then examines the application of the definition of regional parties to the case of the Czech Republic. In the analytical part, which is a case study, there is defined circuit of Czech regional parties. After that it is presented comprehensive analysis of these subjects on base of official documents of these parties, such as their articles of association, political program etc., as well as statistical data kept in the databases of central government authorities of the Czech Republic and interviews with members of selected regional formations. Šumava National Park and Interests of its Municipalities: The Case of Postmaterial Cleavages?

The diploma thesis Šumava National Park and Interests of its Municipalities: The Case of Postmaterial Cleavages? analyses, if the postmaterial cleavage is present in the case of Šumava National Park and how is it projected on the national level. Since the very beginning, there have been argues about the notion of the national park, where two different set of ideas collide. On the one hand, there are local municipalities which depend on incomes from tourism, on the other hand, the environmentalists seek for growing extent of areas without any human intervention. The theoretical background is based on concept of cleavages by S. Rokkan and S.M. Lipset. Special attention is paid to the postmaterial dimension of the cleavage, which was evolved by R. Inglehart. The analytical part consists of case study, which examines the attitudes of the stakeholders. The examination is based on semi-structured interviews with mayors, official documents and media coverage of the topic. According to the findings, there is a cleavage, which is visible on all levels of political system, including political parties and presidents.
Models of Representation of Ethnic Minorities at Local Level: Case Studies of Selected European Cities

This thesis further analyses the question of political representation of ethnic minorities. Its main theoretical framework is created by theory of cleavages by S. Rokkan and S.M. Lipset, which describes conflict lines within the society and its influence on the party system. Further on, different definitions and approaches to the topic of ethnic identity, ethnic conflict and and ethnic and regional parties are introduced. Second part of this thesis is composed of four case studies of selected European cities with relevant ethnic minorities. These are Leicester in United Kingdom, Espoo in Finland, German Frankfurt am Main and Romanian Cluj-Napoca. These cases are firstly analyzed by context of political representation of ethnic minorities. That is in the first place the share and nature of minority population and in the second place attributes of local political systems within both horizontal and vertical dimension. Factors with direct impact on political representation of ethnic minorities like electoral system, election right and any other special measures are analyzed further on.
Decentralization in the new member states of the European Union

This thesis is devoted to analyze the decentralization process in selected Central and Eastern European countries. Its aim is therefore to evaluate and compare the results of decentralization in selected countries in the context of European regional policy - the Europe of the regions. The basic hypothesis is that regional policy provides a sufficient incentive for the EU nation-states to launch decentralization and proceed into the establishment of regional levels of government in the form of new political entities that are institutionalized, have their own poltickou representation and play a key role in planing and implementation of the structural and cohesion funds. The hypothesis will be investigated using analysis and comparison of the results of decentralization in the five Central and Eastern European Countries: Estonia, Slovenia, Poland, Hungary and the Czech Republic.
Intermunicipal Cooperation in the Pilsen Region

This thesis deals with the inter-municipal cooperation in the Pilsen region. In the theoretical part there is the concept of inter-municipal cooperation defined and the reasons behind the cooperation among the municipalities explained. These include efforts to overcome the fragmented municipal structure, more efficient and cheaper providing of the services and savings. In this thesis there are also the risks and limits of the inter-municipal cooperation mentioned and the attention is paid to the possible democratic deficits. The cooperation of the municipalities is also compared to the amalgamation of municipalities. The next section contains case studies of inter-municipal cooperation in selected European countries. The following section regards the Czech Republic, in which there is the development of municipal structures explored, as well as the legislative basis of the inter-municipal cooperation issues and also the causes that lead to cooperation between municipalities are assessed. After that, the attention is given to the voluntary associations of municipalities and micro-regions in the Pilsen region.
Quantitative Analysis of the Parliamentary Activities of Members of the Parliament of the Czech Republic

Bachelor thesis A Quantitative Analysis of the Parliamentary Activities of Members of the Parliament of the Czech Republic is divided into two parts - the theoretical and the practical. The first part describes the theoretical background of the thesis. The relevant legislation dealing with MPs mandate and content of its activity is delineated in the beginning of the study. Furthermore the text covers the conclusions made by several native Czech political scientists and constitutional lawyers on the topic. The significant part of the thesis is composed of a description of related research using a quantitative method. It provides an inspiration for methodology and further content of the study. The second part of the thesis represents the practical side of the research. A creation of a data set is described by the variable selection with their operationalization and the data collection. The methodical content of the research and development of the data set operational environment are depicted. After that the garnered data are evaluated, at first in terms of individual variables and then by relationships between variables. Civil Movements between 1977-1989 in Czechoslovakia

The thesis deals with selected civic movement in Czechoslovakia. Main goal is if the dissent had any impact on the end of the totalitarian regime in Czechoslovakia. I examine the gradual development of selected civic movements, change in their support among ordinary population and whether personalities had significant role opposition. The first part provides a theoretical framework opposition in non-democratic regime, which helps to divide the opposition movements, and examining their organizational structures. The second part deals with selected opposition movements. For each movement I proceed chronologically, so it's best to present any changes in time. I list all protest events, meetings and other activities organized by a movement aimed to mobilize the population. I always add up the number of participants and the people involved. The last part deals with two lawsuits that were politically motivated. It's called Prague process and process with Pavel Wonka. On these examine the reaction of the population, foreign and dissent. The result of my work is to understand the opposition movement in Czechoslovakia and determining the role that dissent had played at the end of the regime.
Direct election of mayors in the European experience

This rigorous thesis has been dealing with the direct election of mayors in Europe. Three hypotheses were postulated in the introduction. The aim of the thesis was to find out, if the direct election of mayors causes an increase in the voter turnout, if it comes to cases of divided majorities and if those are causing issues with local system functioning. Lastly I tried to find out, if the direct election is a trend, which is going to be spreading further. The factors of voter turnout and divided majorities were analysed in seven case studies: England, Norway, Croatia, Poland, Italy, Austria and Germany. In every case study I have compared the voter turnout in the mayoral elections with the turnout in the council elections. In the countries, where the election term was synchronised, the difference in the voter turnout was rather low. In most countries voter turnout in the mayoral elections was identical or lower than in the election of the councils. Only in North Rhine- Westphalia in Germany was the turnout in the mayoral election higher and the difference in the two turnouts was greater. Theory of Second-order Elections at the Regional Level in the Czech Republic

The research aim of bachelor thesis Theory of second-order elections applied on regional governments elections in the Czech republic is to verify the validity of the theory of second-order elections on regional governments elections in the Czech republic. The first part of this thesis attends to origin and research of theories of second-order elections. The research of this theory was started by Karlheinz Reif and Hermann Schmidt by the analysis of European Parliament elections which took place in 1979. The second part of the work analyzes the duration and results of the Czech Parliamentary elections in 2010 and elections to regional governments in 2012 in terms of second-order election theory. Final chapter replies to the research issues on the basis of comparison of obtained results.
