Public Expenditure in the Budget of the Czech Republic and Financing of Sport

This bachelor thesis on the topic "Public Expenditure in the Budget of the Czech Republic and Financing of Sport" deals with public financing of sport in the Czech Republic. The goal of this bachelor thesis is to in detail describe and evaluate present situation in the financing of sport from the public resources and to analyze, if this financing is adequate or not. In the introduction there are some reasons, why sport should be supported by public finance. Some positive and negative externalities are shown and described there. In this bachelor thesis you can find what the position of sport in the Czech economy is, as well as the development of the financing of sport in the Czech Republic through last century. There is also description of the financing of sport from the state budget and from budgets of regional complexes. In the end of the work is an experiment, which shows how the financing of sport can impact the state of public health in the Czech Republic.
Human capital as a determinant of economic growth

Research of the relationship between human capital and economic growth has been significantly developing since 1960s'. This thesis aims to contribute to the topic of human capital, map its importance in the theoretical and empirical economics and examine the influence on macroeconomic growth. In most of the countries human capital and education are budgeted mainly from the public resources thus is the human capital theory important for the public sector as well. First part of the thesis presents the main growth models and its evolution concerning also the human capital. In the second part there is a summary of the most important empirical literature. In the third part I present and comment the results of the empirical analyses. The benchmark data panel covers 92 countries within years 1960-2005. The method of analyses is panel data regression. The primary finding of the thesis is confirmation of the positive influence that human capital has on the economic growth. Third part also tests the most adequate proxy of the human capital. The quality of the human capital as well as the link between quantity and quality are also reflected in the regression analyses.
Prospects for funding tertiary education in the Czech Republic

This thesis discusses the possibilities of funding terciary education in the Czech Republic. The first section deals with funding of an existing educational system and its shortcomings. They result in the necessity of higher education reform, which can not be implemented without additional funds provided by the student participation in the form of tuition fees. The issue of tuition fees, its forms and arguments for and against are therefore described in the next section of this paper. Relatively large part is further given to the financial support from the state government, which is inevitable in case of introducing tuition fees. At first I resume current direct and indirect financial support and highlight its inefficiency. Subsequently, I describe and analyze three specific financial models of student loan funding base, which I compare and evaluate. In conclusion I recommend the most efficient model.
Financial sources of the unversities from companies and the management influence

In the presented thesis the possibility of entering of the private sector - especially companies - into the financing of universities were investigated. Then the relationships and influences necessary to strengthen this relationship were analyzed either because of the planned reform of terciary education or attempts of companies to participate at the university managing. The condition changes have been proposed - reform of the terciary education, reducing the isolation of universities and also companies. It also outlines possible solutions, including tax breaks for companies or greater involvement of doctoral students.
Local fees in selected municipalities in the Czech Republic

Local fees are the one of the revenue sources that can be partly influenced by municipalities. Municipalities decide which fees and rates will be imposed thanks to fiscal competence. The aim of this thesis is to analyze local fees in two municipalities with intention to find out how municipalities can influence their revenues and how municipalities handle local fees. The main aim is to analyze imposed local fees, related public notices, rates and administrative costs. The first part of the thesis focuses on the theory of local fees, legislature and revenues of municipalities in the Czech Republic. The second part analyzes the municipality Brumov-Bylnice in the period of 2004-2009. The third part compares local fees in municipalities Brumov-Bylnice and Slavičín. The last part analyzes related administrative costs necessary for successful collection of local fees. The main result of the thesis is that although the revenues from local fees are low, they play role in municipal revenues and municipalities impose and collect them despite their limited volume.
Financing elementary schools - comparison of two primary schools in the South Region

This work is focused on school funding system in the Czech Republic. The theoretical part is devoted to the financing of regional education. Mainly describes the rules and system. Subsequently, analyzes performance and program funding. It focuses particularly on financing primary schools, the creation of budget funds and annual reports. The practical part of the work focuses on the analysis of the financing and management of two specific primary schools - elementary and nursery school and camp and nursery Jistebnice. On this basis, then made their comparisons and suggestions for potential improvements to increase effectiveness and efficiency of schools.
Financing public higher education and its changes

This bachelor thesis analyses system of financing public higher education in the Czech republic and its changes. At first it describes our higher education and draws attention to its shortcomings. In the next part it focuses on current system of financing public higher education, discusses its greatest problems and describes upcoming changes. The largest part is about the schoolfee. It features arguments for and against its implementation. This thesis presents two concrete forms of schoolfee, compares their weak and strong points and tries to find the most acceptable model for the Czech republic. It points to possibilities how to improve the system of student financial support. In the last part the present situation of the implementation of the schoolfee in the Czech republic is described.
Financing of post-secondary education in Canada

The thesis focuses on higher education as an economic good and identifies its characteristics in relation to the method of financing. The main objective is to analyze the system of financing post-secondary education in Canada. The focus of this paper is mainly evaluation of decentralization and thus participation rate of federal and provincial governments for funding. Then it looks at issue of tuition fees and financial aid for students. On the basis of the analysis are evaluated the pros and cons of the system. The last section is devoted to the current lack of funding tertiary education in Czech Republic and proposed concept of tuition fees.
Retirement pensions as a part of mandatory spending in the Czech Republic

The retirement pensions as an important item of mandatory spending are discussed in this bachelor thesis. In the first chapter mandatory spending is characterized and its progression is analyzed since 2005 by the year 2009. The second chapter is devoted to retirement pensions which are described as a part of the social security system and also as a part of public expenditure. Progression of retirement pensions is analyzed in terms of various indicators such as average level of retirement pensions, expenses on retirement pensions or number of pensioners. The third chapter evaluates the problems of the pension system and provides important information about the activities of the I. and the II. Bezděk's Commission.
Financing of the secondary level of education in the Czech Republic - case study

The bachelor thesis focuses on the ways of financing the secondary level of education in the Czech Republic. The work is divided into three parts. The first part concentrates on individual financial resources of secondary schools and the possibilities of their usage. The emphasis has been placed mainly on the means from the state budget distributed by the Ministry of Education, Youth and Sports. The second part consists of the comparison of the Czech Republic with OECD countries with the help of selected indicators of secondary schools area. The final, third, part focuses on the management of Gymnázium Vrchlabí between the years of 2007 -- 2010. The attention is mainly paid to interannual differencies and their causes. The thesis also includes possible recommendations leading to an improvement in the financial situation of the selected school.
