Autor se ve svém textu soustředil zejména na historické listiny práv, konkrétně na anglickou Magnu Chartu z roku 1215 a Listinu práv z roku 1689, americkou Listinu práv z roku 1791 a francouzskou deklaraci práv člověka a občana z roku 1789 a všímá si pozoruhodného znaku těchto listin, a to, že se po velmi dlouhou dobu v praxi neaplikovaly. In his text, the author focused mainly on historical bills of rights, particularly on English Magna Carta of 1215 and the Bill of Rights of 1689, American Bill of Rights of 1791 and French Declaration of the Rights of Man and the Citizen of 1789. The author paid attention to a remarkable feature of these bills, i.e. the fact that they had not been applied in practice for a long time.
