[cze][eng] Tato práce se zaměřuje na oblast zadávání veřejných zakázek v České republice. Důraz je kladen především na kontrolní systém a analýzu jeho efektivnosti. Vymezuje hlavní pojmy spojené s touto problematikou, přičemž vychází ze zákona o veřejných zakázkách. Zabývá se činností dvou nejvýznamnějších kontrolních orgánů na našem území, a to Nejvyššího kontrolního úřadu a Úřadu pro ochranu hospodářské soutěže. Data potřebná k analýze efektivnosti kontrolního systému byla získána na základě využití zákona o svobodném přístupu k informacím v rámci dotazníkového šetření. To se soustředilo na subjekty, u kterých došlo k porušení zákona o veřejných zakázkách a následně, v případě kontrol Úřadu pro hospodářskou soutěž, jim byla udělena sankce. Šetření se zaměřilo na to, zda a jakým způsobem oslovené subjekty reagovaly na závěry provedených kontrol. Zjištěné výsledky byly podrobeny analýze a porovnány s již publikovanými daty -- Bachan (2009). Lze konstatovat, že za poslední období nedošlo k žádnému výraznému zlepšení v této oblasti a efektivnost prováděných kontrol je stále nedostatečná.This thesis deals with the situation in public procurement processes in the Czech republic. It mainly focus on supervisory process and it's efficiency. It defines general terms which are connected with this topic. It gives a brief characterictic of main supervisory bodies - Nejvyšší kontrolní úřad and Úřad pro ochranu hospodářské soutěže. Data, which were important for the analysis, were obtained through my personal research by using the law of providing information. This research was oriented on subjects, which according to supervisory bodies did not proceed the public procurement processes as they should and in case of ÚOHS on subjects which got a fine. The main purpose of the research was to find out if they took any steps to avoid this situation again in the future. The results were analyzed and compared with data which were published in Bachan (2009). Unfortunately there is not any improvement and the efficiency of the supervisory process is still bad.
