Bakalářská práce se zabývá vývojem regulace a dohledu nad ratingovými agenturami v Evropské unii a ve Spojených státech amerických. Poukazuje se na roli ratingových agentur v hypoteční krizi z roku 2007 a zmiňuje také jejich úlohu v tzv. evropské dluhové krizi. Práce se dále podrobněji zaměřuje na hlavní problémy spojovaných s ratingovými agenturami: konflikt zájmů, nedostatečnou transparentnost, omezenou konkurenci a kvalitu ratingového procesu. Analytická část práce je věnována přístupu regulatorních orgánů před finanční krizi a po ní. Práce shrnuje přijatá opatření a kriticky je hodnotí. V závěru nastiňuje možná východiska, kterými by se vývoj regulace mohl dále ubírat. This thesis concerns with the development of regulation of credit rating agencies in the European Union and in the United States of America. It points out the role of credit rating agencies in the US subprime mortgage crisis and also in the European debt crisis. Another part focuses on the major problems of credit rating agencies: conflicts of interest, lack of transparency, limited competition and the quality of rating process. The analytical part is devoted to regulátory approach before and after the financial crisis. The work summarizes the measures taken and evaluates them critically. The last chapter tries to outline other possible solutions that may arise in the near future.
