[slo][cze][eng] Táto bakalárska práca sa venuje vyrovnávacím mechanizmom, ktoré by mali zmierňovať dopady asymetrických šokov v menových oblastiach. Podľa teórie optimálnych menových oblastí (OCA) bola sledovaná synchronizácia hospodárskych cyklov, ktorá je dôvodom vzniku asymetrie. Primárne bolo zamerané na funkčnosť vyrovnávacích mechanizmov v rámci krajín Hospodárskej a menovej únie (EMU), keďže dopady nedávnej krízy ukázali, že tieto mechanizmy nefungujú dostatočne. Jedným z možných dôvodov je aj skutočnosť, že v EMU neexistuje zdieľanie rizika cez fiškálne transfery. Preto sa práca venuje fiškálnej politike v rámci eurozóny, jej možným reformám a ponúka koncept fiškálneho federalizmu, ako jedného z možných modelov konštrukcie fiškálneho systému v rámci EMU. Sledovali sme ako sa fiškálne systémy v USA, Austrálii a Kanade správali počas krízy a čím by mohli byť inšpiráciou pre prípadné reformy v EMU.Tato bakalářská práce se věnuje vyrovnávacím mechanismem, které by měly zmírnit dopady asymetrických šoků v měnových oblastech. Podle teorie optimálních měnových oblastí (OCA) byla sledována synchronizace hospodářských cyklů, která je důvodem vzniku asymetrie. Primárně bylo zaměřené na funkčnost vyrovnávacích mechanismů v rámci zemí Hospodářské a měnové unie (EMU), neboť dopady nedávné krize ukázaly, že tyto mechanismy nefungují dostatečně. Jedním z možných důvodů je i skutečnost, že v EMU neexistuje sdílení rizik přes fiskální transfery. Proto se práce věnuje fiskální politice v rámci eurozóny, její možným reformám a nabízí koncept fiskálního federalismu, jako jednoho z možných modelů konstrukce fiskálního systému v rámci EMU. Sledovali jsme jak se fiskální systémy v USA, Austrálii a Kanadě chovali během krize a čím by mohly být inspirací pro případné reformy v EMU.This thesis deals with the adjustment mechanisms, which should mitigate the effects of assymetric shocks in monetary area. According to the theory of Optimum Currency Areas (OCA), synchronization of business cycles has been observed as the cause of assymetry. Primarily we focused on the functionality of the adjustment mechanisms in the countries of Economic and Monetary Union (EMU), whereas the impact of recent crises has shown that these mechanism do not work sufficiently. One possible reason is the fact, that in EMU there is no risk-sharing mechanism through fiscal transfers. Therefore, the work deals with fiscal policy in euro area, its possible reforms and offers the concept of fiscal federalism as one of the possible models for the fiscal structure in EMU. We analyzed how fiscal systems in the U.S., Australia and Canada were performing during recent crisis and how they could be an inspiration for prospective reforms in EMU.
