[cze][eng] První část práce se zaměřuje na sektor malých a středních podniků, jejich roli v ekonomice České republiky a koncepci jejich podpory státem. V první části je dále rozebrán vývoj sektoru malých a středních podniků v desetileté periodě od poloviny devadesátých let. Je tam charakterizována odvětvová a početní struktura sektoru MSP a jeho role v národní ekonomice ve vztahu k zaměstnanosti, výkonům, přidané hodnotě a investicím. Současně je tam zdůrazněna nezastupitelná role sektoru MSP v určitých specifických otázkách. Dále jsou zde vyzdvihnuty charakteristické výhody a nevýhody malých a středních podniků vyplývající převážně z jejich velikosti. První část se dále zaměřuje na Operační program Podnikání a inovace a hlavně na jeho první prioritní osu "Vznik firem", která počítá s využitím nových finančních nástrojů (především fondů rizikového kapitálu). V první části je ještě popsán princip připravované iniciativy JEREMIE, která počítá se spoluprácí státu a fondů rizikového kapitálu na vytvoření speciálního holdingového fondu pro podporu inovačně orientovaných MSP. Dále je zde vyzdvihnuta důležitost inovací pro rozvoj znalostní ekonomiky. Druhá část práce se detailně věnuje rizikovému kapitálu, principu jeho fungování a jednotlivým typům investic rizikového kapitálu. Zaměří se na využití rizikového kapitálu v regionu střední a východní Evropy a zvláště v České republice. Je zde srovnána investiční aktivita v regionu SVE s vyspělými státy Evropské unie. Je zde také upozorněno na problémy vyplývající ze struktury typů investic rizikového kapitálu v České republice.In the first part of this thesis there is described sector of SME's in detail and support they get from state. There is elaborated influence of SME's on Czech economy, particularly on added value, employment, investments and foreign trade. Apart from that there are specified some of their advantages and disadvantages that arise mostly from their size. In the first part there is further described support programme OPPI which focuses on innovative oriented SME's. There is also described JEREMIE initiative that is based on cooperation of public finance together with venture capital funds. Furthermore there is stressed the importance of innovations for flowering of economy based on knowledges. In the second part there is described venture capital in detail, especially there is explained how it works, types of venture capital investments and linkage between venture capital and innovations. The thesis then focuses on presence of venture capital in CEE region and particularly in Czech Republic. There are also pointed out typical types of investments in CEER and Czech Republic.
