AI technokracie jako budoucnost vládnutí? Abstrakt Cílem této diplomové práce je analyzovat možnost integrování umělé inteligence do procesů demokratické politiky. S ohledem na širokost uvedené problematiky jsem své zkoumání zaměřila na prostor parlamentní politiky, která je v pozici základního rozhodovacího procesu moderního státu současně jejím nejvýraznějším vyjádřením. Mou volbu mimo to podporují i aktuální snahy o propojení umělé inteligence s parlamentní politikou řadů států světa. Práci zahajuji obecným rozborem pojmu umělé inteligence, který přibližuji na ukázce uznávaných definic a kterou posléze škáluji do tří základních fází souvisejících s rozsahem a hloubkou schopností, jichž může dosahovat. V této souvislosti zmiňuji možná rizika spojená s využitím umělé inteligence. Typem umělé inteligence, který v rámci své práce zvažuji, je úzká umělá inteligence. Na uvedené navazuji představením technokratického zřízení v jeho obecném pojetí. Zdůrazňuji zde proměny definování osoby technokrata napříč historickým vývojem pojmu. V závěru této části předkládám vizi, dle které by pozici technokrata měla zaujmout umělá inteligence. Zmiňuji, že v případě AI technokracie je významné konkrétní určení okruhu řešených záležitostí umělou inteligencí a rozsahu jí svěřených pravomocí. V další části textu přináším již... AI technocracy as the future of governance? Abstract This diploma thesis aims to analyze the option of integrating artificial intelligence into the processes of democratic politics. Considering the breadth of the issue I decided to focus my research on the area of parliamentary politics, which, in its position as the basic decision- making process of the modern state, is simultaneously its strongest expression. Furthermore, my choice is supported by current efforts to connect artificial intelligence with parliamentary politics in many countries around the world. I start my work with general description of the term of artificial intelligence, which I introduce with the support of its acclaimed definitions and which I then scale into three basic phases related to the scope and depth of capabilities it can achieve. In this regard I mention the possible risks connected to the use of artificial intelligence. The type of artificial intelligence that I consider in my work is narrow artificial intelligence. I follow up on the above by introducing the technocratic regime in its general concept.
