Tato disertační práce se zabývá hodnocením sociálních patologií ve výchově a funkcích rodinného prostředí s mezinárodním srovnáním pěti evropských zemí: Česka, Dánska, Norska, Francie a Británie. Hlavním cílem je popsat obsah a formu sociálního šetření v rodinách, analyzovat kroky jednotlivých zemí k nápravě situace v rodině, identifikovat, co analyzované země považují za patologické rodičovské chování a důvody k odebrání dítěte, srovnat situaci s evropskými dokumenty o ochraně rodiny a práv dítěte a popsat zkušenosti přímých aktérů (rodičů, dětí, sociálních pracovníků apod.). Výsledky ukazují, že Norsko a Dánsko mají nejpropracovanější systémy prevence a multidisciplinární spolupráce, zatímco Česko a Francie se zaměřují na udržení rodinných vazeb, Velká Británie kombinuje oba přístupy. Práce však poukazuje na rozpor mezi legislativními dokumenty a praxí u Norska, kde rodiče často čelí neadekvátním zásahům sociální služby Barnevernet, což vedlo k podání 55 stížností k Evropskému soudu pro lidská práva, přičemž ve 22 případech bylo konstatováno porušení práva na soukromý a rodinný život, kdy je tento vysoký počet v práci dán do širších souvislostí. Disertační práce zdůrazňuje význam sociální práce při řešení složitých rodinných situací a navrhuje konkrétní opatření pro zlepšení legislativy a praxe v oblasti ochrany dětí a podpory rodin. This dissertation addresses the evaluation of social pathologies in upbringing and family environment functions, with an international comparison of five European countries: Czech Republic, Denmark, Norway, France, and the United Kingdom. The main objective is to describe the content and form of social investigations in families, analyze the steps taken by each country to rectify family situations, identify what the analyzed countries consider as pathological parenting behavior and reasons for child removal, compare the situation with European documents on family protection and children's rights, and describe the experiences of direct actors (parents, children, social workers, etc.). The results show that Norway and Denmark have the most sophisticated prevention systems and multidisciplinary cooperation, while the Czech Republic and France focus on maintaining family ties, and the United Kingdom combines both approaches. However, the dissertation points out a discrepancy between legislative documents and practice in Norway, where parents often face inadequate interventions by the social service Barnevernet, leading to 55 complaints to the European Court of Human Rights, with 22 cases confirming violations of the right to private and family life. This high number is placed into a broader context in the study. The dissertation emphasizes the importance of social work in addressing complex family situations and proposes concrete measures for improving legislation and practice in the field of child protection and family support.
