[cze][eng] Diplomová práce měla za cíl navrhnout vhodný způsob pro zavedení soukromých zdrojů do financování lůžkové péče v ČR. Pozornost byla věnována lůžkové péči v kontextu českého zdravotnictví, vymezení lůžkové péče a jejího zakotvení v právu. Popsány byly stávající způsoby financování lůžkové péče se zaměřením na DRG systém. Analyzováno bylo zavedení a následné rušení regulačních poplatků za ústavní péči, které ve své době přinášely zdravotnickým zařízením až 1,2 mld. Kč ročně. Regulační poplatky měly mírný vliv na četnost hospitalizací, ale ošetřovací doba ovlivněna nebyla. Ve fakultní nemocnici u sv. Anny došlo po za-vedení regulačních poplatků ke zlepšení vybraných finančních ukazatelů, nicméně tento stav netrval v nemocnici po celou dobu existenci poplatků. Výnosy z poskytované lůžkové péče nepokrývají ve FNUSA průměrné náklady na hospitalizaci a ostatní fakultní nemocnice čelí podobnému problému. V Evropě se při sna-ze snižovat veřejné výdaje na zdravotní péči zavádí různé typy regulačních poplatků a spoluúčast na zdravotní péči. Pro ČR se jako základní možnosti zapojení soukromých zdrojů jeví: spoluúčast nebo fixní poplatek za zdravotní péči, soukromé pojištění a odčitatelná položka.Main aim of the diploma thesis was to find a method to include private sources into inpatient care financing in Czech Republic. Inpatient care was characterized in context of Czech healthcare system. Current methods of reimbursement were de-scribed with focus on DRG system. Regulatory fees, which applied in the past, were analysed. These fees brought 1,2 billion Kč to inpatient healthcare provid-ers. Regulatory fees had slight effect on reduction number of hospital cases and no effect on average length of hospitalization. In St. Anna University Hospital (FNUSA) were improved financial indicators after applying regulatory fees, but this situation did not last long, as the hospital started major investment activity in 2010. Reimbursement for inpatient care does not cover expenses for this care in FNUSA or any other university hospital in Czech Republic. It is possible to found methods within EU, to cover growing costs of inpatient care, which can be used in Czech as well. To bring more private sources into health care system is possible by applying these methods: fee for day in a hospital, private health insurance or coinsurance or deductible.
