Cílem diplomové práce je vyhodnotit využití metody Demokracie 21 při hlasování o projektech participativních rozpočtů v České republice. V literární rešerši jsou nejprve identifikovány přednosti a nedostatky této hlasovací metody ve srovnání s ostatními hlasovacími pravidly a také je charakterizován participativní rozpočet. V praktické části je prezentován přehled participujících samospráv v České republice v roce 2019 poukazující na využívání metody Demokracie 21. Následuje případová studie města Brna, která zkoumá praktické využití tohoto volebního systému. Zjištěné výsledky jsou ověřeny prostřednictvím simulace hlasování ve městě Opava, kde metoda Demokracie 21 zatím použita nebyla. Výsledky poukazují na jistá omezení a rizika při využití této metody při hlasování o projektech participativních rozpočtů. The aim of the diploma thesis is to evaluate the voting method called Democracy 21 and its use for voting in participatory budget projects in the Czech Republic. First, the literature review identifies advantages and disadvantages of this voting method, compares them with the other methods and then the participatory budget is characterized. Second, the practical part of the thesis presents the overview of participating municipalities in the Czech Republic in 2019 referring to the use of the Democracy 21. Additionally, the thesis deals with practical use of the Democracy 21 voting method in the case study of Brno. The results are verified by a simulated voting process that used Democracy 21 in the city of Opava where this method has never been officially used. The results point out to certain limitations and risks of using this method for voting in participatory budget projects.
