V bakalářské práci jsou zkoumány mimořádné komunální volby v rámci Ústeckého kraje. Práce si klade za cíl fenomén mimořádných komunálních voleb kvantifikovat a zjistit jejich okolnosti a dopady. Jejich konání je zkoumáno v posledním ukončeném volebním období, mezi lety 2018 a 2022. V práci jsou použita převážně data Českého statistického úřadu, osobní rozhovory a dokumenty jednotlivých obcí, kterými jsou převážně zápisy ze zasedání zastupitelstva obce. Pomocí těchto dat je popsána situace od voleb řádných v roce 2018. V rámci voleb řádných jsou interpretovány volební výsledky a popsány situace v jednotlivých obcích. Následně jsou zde mapovány příčiny voleb, důvody rezignace zastupitelů, výsledky voleb mimořádných a v neposlední řádě následky, které mají vztah s konáním mimořádných voleb v jednotlivých obcích Ústeckého kraje. S tím přímo souvisí dedukce možnosti zabránění jejich konání skrze náhradníky a zjišťování změn v obecním zastupitelstvu a změn na pozici starosty obce. Práce se nevyhýbá ani současnému volebnímu období, převážně kvůli následkům, a v určitých částech bylo třeba odskočit také do minulosti, protože některé příčiny mají mnohem delší trvání. The bachelor thesis examines early local elections in the Ústí nad Labem region. The thesis aims to quantify the phenomenon of early local elections and to determine their circumstances and impacts. Their occurrence is examined in the last completed electoral period, i.e. between 2018 and 2022. The thesis uses mainly data from the Czech Statistical Office, personal interviews and documents of individual municipalities, which are mainly minutes of municipal council meetings. Using these data, the situation since the 2018 regular elections is described. Within the regular elections, the election results are interpreted and the situation in each municipality is described. Subsequently, the causes of the elections, the reasons for the resignation of councillors, the results of the extraordinary elections and, last but not least, the consequences that are related to the holding of early local elections in the individual municipalities of the Ústí nad Labem Region are mapped. This is directly related to the deduction of the possibility of preventing their holding through substitutes and the identification of changes in the municipal council and changes in the position of the mayor of the municipality.
