Diplomová práce se věnuje tématu odpadového hospodářství s konkrétním zaměřením na nástroje a jejich aplikaci ve vybraných členských státech EU. Práce staví na teorii politické konvergence. Cílem práce bylo analyzovat vybrané nástroje odpadového hospodářství v konkrétních členských státech EU s předpokladem možné konvergence. Výzkumnou metodou práce byla komparace aplikace tří nástrojů mezi danými státy. Jednalo se o nástroje zákazu, zdanění a systému Pay-as- you-throw. Výchozím předpokladem pro výzkum bylo, že státy mající podobnou výkonnost na třech úrovních nakládání s odpadem v rámci odpadové hierarchie, budou konvergovat v oblasti nástrojů pro odpadové hospodářství. Výzkum byl ohraničen rokem 2008 na jedné straně, kdy byla vydána rámcová směrnice EU o odpadech, ve které byly definovány cíle pro úroveň podílu recyklace do roku 2025, a rokem 2022 na straně druhé, kdy byly vydány souhrnné reporty EEA o odpadovém hospodářství všech členských států EU. Výzkumnou otázkou, kterou se tato práce zabývala a na kterou hledala odpověď bylo, zda členské země mající nejlepší výkonnost s ohledem na odpadovou hierarchii a cíle EU, zavedly stejné vybrané nástroje pro dosažení těchto cílů v období mezi lety 2008 až 2022. Výsledná zjištění indikovala v případě prvních dvou nástrojů negativní odpověď, tedy že v... The thesis deals with the topic of waste management, with a specific focus on instruments and their application in selected EU Member States. The thesis builds on the theory of policy convergence. The aim of the thesis was to analyse selected waste management instruments in specific EU Member States with the assumption of possible convergence. The research method of the thesis was a comparison of the application of the three instruments between the countries. These were the instruments of prohibition, taxation and pay-as-you-throw. The initial assumption for the research was that countries having similar performance on the three levels of the waste management hierarchy would converge on waste management tools. The research timeframe was from 2008, when the EU Waste Framework Directive was issued, defining targets for recycling rate levels by 2025, to 2022, when the EEA summary reports on the waste management of all EU Member States were issued. The research question that this paper addressed and sought to answer was whether the Member States with the best performance with respect to the EU waste hierarchy and targets introduced the same selected instruments to achieve these targets between 2008 and 2022.
