It is a seven floor building with two underground floors. Underground floors are primarily used for parking. Part of the first floor is dedicated to rentable commercial units. The rest of the building is used as a municipality. The first two floors are accessible to the public. In the remaining floors are offices with limited public access. Individual departments are separated by floors or defined by the floor plan. The number of offices and their sizes are adjusted to the tectonic plan.
