Aktuální vývoj v oblasti regulace spolehlivosti dodávky elektrické energie v energetických odvětvích, směřuje k zavádění systémových i zákaznických standardů. Postupná liberalizace trhu s elektrickou energii v zemích Evropské unie tento proces ještě urychluje. Distribuční společnosti se proto čím dál víc zajímají o hodnocení rizik vyplývajících ze zaváděných standardů. Základem práce je minimalizace nákladů na technické ztráty v distribuční síti pomocí rekonfigurace distribuční sítě v závislosti na vybraných standardech. K optimalizaci byly využity dvě varianty moderních globálních optimalizačních technik ze skupiny evolučních algoritmů – genetických algoritmů. Kritériem optimalizace jsou náklady na ztráty a náklady na nedodávku elektrické energie. V práci je dále diskutován vliv výpočtu technických ztrát na optimum v závislosti na daných standardech. Srovnány jsou dva reálné současné standardy - finský systémový standard a portugalský zákaznický standard a tři experimentální standardy, které slouží k doplnění popisu o oblasti nepokryté reálnými standardy. Výsledky práce mohou být využity při procesu optimalizace distribučních sítí, při níž je spolehlivost zkoumané sítě reprezentována možnými reálnými náklady na penalizace na nedodávku elektrické energie. Current trends in regulation of electricity supply continuity in the power engineering industry includes introduction of systems and customers standards. The electricity market liberalization in the European Union is speeded up the process furthermore. Companies included in the distribution network bussiness therefore began to be interested more in the evaluation of risks associated with the aplication of these standards. The aim of the thesis is to minimize the expenses caused by power losses of the distribution network by means of distribution network reconfiguration depending on the standard selection. For the minimization two of the Genetic algorithms was selected. As an criterion the overall expenses caused by power losses and the expenses caused by an electricity shortage. Furthermore the influence of the inclusion of the power loss to the calculation on the operation costs for given regulation standards. Two contemporary standards - finish and portugues - are considered together with three experimental standards. The aim of including experimental standards is to complete the regulation standards with parameters uncovered in the portuguese and finish standard. The results described in the thesis can be used in the distribution network optimization process from the point of reliability and operational costs.
