Základním cílem této diplomové práce bylo zmapování metod nabývání a zcizování nemovitého majetku státu dle platných právních úprav, tj. zákona číslo 219/2000 Sb. o majetku české republiky a jejím vystupování v právních vztazích, v platném znění a vyhlášky Ministerstva financí ČR číslo 62/2001 Sb. o hospodaření organizačních složek státu a státních organizací s majetkem státu, v platném znění, včetně zmapování postupů a metod používanými u organizační složky státu ? Krajského ředitelství policie Jihočeského kraje. Příkladově uvádí hlavní subjekty, které hospodaří s majetkem státu, dále postupný vývoj historii v jeho nabývání a v neposlední řadě i genezi při vedení jeho evidence. V navazující části, jsou analyzovány možné postupy a metody při nabývání a zcizování nemovitého majetku státu ve vazbě na platné právní úpravy. V praktické části se diplomová práce zabývá vznikem organizační složky, jejím vystupování v právních vztazích stejně tak, jako s kompletní správou nemovitého majetku a to konkrétně u Krajského ředitelství policie Jihočeského kraje. Je zde provedena i analýza celkových postupů a specifik při nabývání a zcizování nemovitého majetku u této organizační složky se zaměřením na jednotlivé druhy převodů, zejména odprodej formou výběrového řízení. The target of this thesis was to map the methods of acquisition and alienation of the real estate of the state according to the valid legal regulations, i.e. of the Act No. 219/2000 Coll. of the Property of the Czech Republic and its Acting in Legal Relations, as amended in the directive of the Ministry of Finance of CR No. 62/2001 Coll. of the Economic Activity of the Organizational Components of the State and State Organizations with the property of the state as amended including mapping the procedures and methods applied by the organizational component of state ? Regional Directorate of the South-Bohemian Police. As examples the main subjects managing the property of state are stated, moreover the gradual development, history in its acquisition and last but not least also the genesis while performing its registration. In the associated part the possible procedures and methods while acquiring and alienating the real estate of the state in connection to the valid legal regulation is analyzed. In the practical part the thesis deals with the establishment of the organizational component, its acting in the legal relationships as well as with the complete administration of the real estate, particularly in the Regional Directorate of the South-Bohemian Police. There is performed also the analysis of the total procedures and specifics while acquiring and alienating the real estate by this organizational component with focus on individual kinds of transfers especially the sale in the form of the selection procedure.
