Práce se zabývá postojem nizozemské politické moci ke studentům vysokých škol jakožto k občanům v průběhu pandemie COVID-19. Pomocí analýzy schůzí dolní komory parlamentu (Tweede Kamer) věnovaných vývoji kolem koronaviru zkoumá, jaká pojetí studenta jako občana poslanci a poslankyně během těchto debat explicitně či implicitně formulovali, jak si tato pojetí navzájem konkurovala a jaká byla jejich role při profilování pozice vlády versus opozice (resp. jednotlivých stran), i s ohledem na volby v březnu 2021. Pandemie COVID-19 se ukázala ideálním zdrojem informací tím, že nutila aktéry k explicitnímu vyjádření hodnotových postojů a k explicitní debatě o prioritách státní podpory. Práce sledovala čtyři tematické oblasti (reálného či žádoucího) vztahu politické moci ke studentům coby občanům: komunikaci, prioritizaci, obhajobu zájmů a konstruování obrazu studenta. Optika přístupu ke studentům nepotvrdila dělící linii vláda versus opozice, ale spíše vláda versus parlament. Ten byl hlavním akcelerátorem debaty a nastoloval agendu zohledňující studenty jako skupinu občanů. Další dělící linii pak bylo možné konstatovat mezi konstruktivní opozicí usilující o prosazení co nejefektivnější podoby opatření v souladu s formulovanými studentskými zájmy, a opozicí nekonstruktivní, využívající konstruované... The work examines the attitude of Dutch political power towards university students as citizens during the COVID-19 pandemic. Through an analysis of meetings in the lower house of parliament (Tweede Kamer) dedicated to the developments surrounding the coronavirus, it investigates the conceptualizations of students as citizens that Members of Parliament explicitly or implicitly formulated during these debates, how these conceptualizations competed with each other, and their role in shaping the government's position versus the opposition's (or individual parties'), while also considering the context of the March 2021 elections. The COVID-19 pandemic proved an ideal source of information by compelling parties to explicitly express their value-based stances and engage in explicit debates on state support priorities. The thesis focused on four thematic areas of the (real or desired) relationship of political power to students as citizens: communication, prioritization, advocacy of interests, and the construction of the image of the student. The optic of the approach to students did not confirm a dividing line between government and opposition, but rather between government and parliament.
