Tato diplomová práce se zaměřuje na analýzu jednání aktérů (human agency) v periferním území s diskontinuálním vývojem a přispívá do aktuální debaty v ekonomické evoluční geografii. Konkrétně se práce zaměřuje na dvě dva okresy Karlovarského kraje - Cheb a Sokolov, přičemž území kraje vychází opakovaně jako vnitřně diferencované z hlediska rozvojového potenciálu. Cílem práce je hlouběji porozumět, jak se jednání aktérů proměňuje v posttotalitním období ve vztahu k trajektoriím rozvoje a jakým způsobem jednání aktérů a jejich změny přispívají k vytváření rozvojového potenciálu. Za tímto účelem byl proveden intenzivní kvalitativní výzkum s využitím polostrukturovaných rozhovorů. Datový sběr zahrnoval širokou škálu aktérů z obou území, jako jsou zástupci veřejné správy z lokální i regionální úrovně, významní podnikatelé či subjekty rozvoje neziskového sektoru a další. Datová základna získaná pro tuto práci byla analyzována pomocí kódování, což umožnilo identifikovat klíčové téma, vzorce a souvislosti v jednání aktérů a jejich role ve vytváření rozvojového potenciálu a usměrňování trajektorií rozvoje. Výsledky výzkumu odhalily, že u obou okresů se vyskytuje více typů jednání aktérů najednou a že horší strukturální podmínky nutně neznamenají nižší rozvojový potenciál. This thesis focuses on analysing the concept of human agency in peripheral regions with a discontinuous development and contributes to the current debate in economic evolutionary geography. Specifically, the study targets two districts in the Karlovy Vary region - Cheb and Sokolov - with the region being internally differentiated in terms of development potential. The aim of the thesis is to gain a deeper understanding of how human agency has transformed in the post-totalitarian period concerning development trajectories and how this human agency and its changes contribute to the creation of development potential. To achieve this goal, intensive qualitative research was conducted using semi- structured interviews. The data collection involved a wide range of actors from both regions, including representatives of public administration at the local and regional levels, significant entrepreneurs, non- profit development entities, and others. The data obtained for this study was analysed through coding, which enabled the identification of key themes, patterns, and correlations in human agency and their roles in creating development potential and directing development trajectories.
