Téma diplomové práce zní {\clqq}Problematika nestandardních postupů využívaných i v rámci integrovaného záchranného systému``. Nestandardní postupy se v současné době využívají ve většině odvětví a tyto postupy se mohou vyskytnout i v integrovaném záchranném systému. Práce popisuje současný stav základních složek integrovaného záchranného systému a jeho dokumentaci, ve které jsou uvedeny postupy jednotlivých složek pro řešení krizových situací. Následuje popis terorismu jako celosvětového fenoménu posledních let se stručným popisem vybraných typů, zbraní či hrozeb terorismu a dále i rozsah možností využití programu TerEx, který je určen pro rychlý odhad následků pro případný či uskutečněný teroristický útok. V další části práce je zjištěna existence všech dostupných materiálů a postupů, kterými jsou základní složky integrovaného záchranného systému povinny se řídit při řešení vybraných krizových situací. Následně jsou v programu TerEx vyhodnoceny a popsány vybrané krizové situace, dále popis dostupných postupů, které by v tomto případě použily základní složky integrovaného záchranného systému. Dílčím cílem práce je zjistit, zda se dají použít standardní postupy ve vybraných krizových situacích, aniž by se použilo postupu nestandardního. V závěru se práce zabývá analýzou a zhodnocením stanovené hypotézy: {\clqq}Složky IZS jsou připraveny zajistit bezpečnost a zdraví osob při vzniku mimořádných situací``, přičemž se tato hypotéza potvrdila. Výsledky této práce mohou být využity k doplnění a rozšíření postupů uvedených v typových činnostech složek IZS, které jsou vodítkem pro řešení vzniklých krizových situací. The thesis bears the title of ``The question of non-standard procedures also used within the Integrated Rescue System{\crqq}. Nowadays, non-standard procedures are used in most branches, therefore they can be found within the Integrated Rescue System as well. The thesis describes the current situation of the Integrated Rescue System{\crq}s basic bodies and its documentation, which indicates the procedures of the individual bodies for dealing with crisis situations. A portrayal of terrorism as a worldwide phenomenon of recent years, including a brief account of selected types, weapons and terrorism threats follow, also pointing out the extent of possibilities in using the TerEx programme, which is designed to promptly assess the consequences of a potential or actual terrorist attack. The following part of the thesis identifies the existence of all available materials and procedures, which the Integrated Rescue System{\crq}s basic bodies are obliged to follow when dealing with selected emergencies. Subsequently, particular emergencies are described and evaluated in the TerEx programme, as are the available procedures that would be used in those cases by the Integrated Rescue System{\crq}s basic bodies. A partial objective of the thesis was to find out whether standard procedures can be used in selected crisis situations without having to use the non-standard ones. The conclusion of the thesis deals with the analysis and assessment of the following specified hypothesis: ``The Integrated Rescue System{\crq}s bodies are ready to ensure the safety and health of people during actual extraordinary situations{\crqq}. The hypothesis was confirmed. The outcome of this thesis may be used to supplement and extend the procedures specified in the type activities of the Integrated Rescue System{\crq}s bodies, which make the guide for dealing with any arisen crisis situations.
