Předkládaná diplomová práce je zaměřena na zmapování a provádění odborné přípravy členů jednotek předurčených k plnění úkolů ochrany obyvatelstva. Výzkumné otázky hledaly dvě odpovědi: jsou v Libereckém kraji předurčeny jednotky požární ochrany k řešení úkolů ochrany obyvatelstva, a pokud jsou, zda mají členové těchto jednotek odbornou způsobilost k provádění těchto činností. Diplomová práce je rozdělena na část teoretickou a část výsledkovou. V části teoretické je popsána Ochrana obyvatelstva a její vývoj na území České republiky. Dále je zde popsána organizace požární ochrany v České republice a její úkoly s důrazem na předurčenost jednotek požární ochrany, na provádění základní odborné přípravy a na získávání odborné způsobilosti členů jednotek sborů dobrovolných hasičů obcí dle současně platných právních předpisů. Cílem diplomové práce je odpovědět na otázky vztahující se k úrovni provádění základní a cyklické odborné přípravy a v souladu s výzkumnou otázkou posoudit úroveň odborné způsobilosti členů jednotek požární ochrany, se zaměřením na členy předurčených jednotek pro ochranu obyvatelstva a navrhnout postupy zvyšování odborné způsobilosti. This thesis is focused on mapping and conducting training of members of units destined to fulfill the tasks of population protection. The research questions sought two answers: in the Liberec Region, fire protection units are predestined to solve the tasks of population protection, and if they are members of these units have the professional competence to perform these activities. The thesis is divided into a theoretical part and a practical part. The theoretical part is describe the protection of the population and its development in the Czech Republic. It is described below the organization of fire protection in the Czech Republic, their tasks with emphasis on the predestination of fire protection units, the implementation of basic training and gaining professional competence of members of the units of voluntary fire brigades of municipalities according to currently valid legal regulations. The thesis aims to answer questions relating to the level of the the implementation basic and cyclical training is provided and in accordance with the research question asses the level the professional competence of the members of the fire protection units for protection of population and design proficiency enhacement procedures
