Práce se zabývá analýzou rozpočtu a rozpočtového procesu se zaměřením na transparentnost celého rozpočtového procesu. Dále je poukázáno na slabá místa v legislativě, která obcím dovolí být při určitých fázích rozpočtového procesu kreativní. Práce nejdříve přináší informace o jednotlivých fázích rozpočtového procesu, kterými jsou návrh rozpočtu, projednání a schválení rozpočtu, plnění rozpočtu, kontrola a nakonec závěrečný účet. Dále je podrobně popsán rozpočtový proces města Strakonice za rok 2020. Působením vlivu pandemické krize bylo plnění rozpočtu a jeho kontrola nestandardní, proto je zařazena kapitola dopadů krize na rozpočtový proces. Bylo zjištěno, že rozpočtový proces v praxi se příliš nelišil od toho popsaného v teoretické části práce, proto byla navržena jen drobná doporučení, která by mohla zlepšit srozumitelnost a transparentnost celého rozpočtového procesu a zároveň zvýšit jeho efektivnost. This thesis deals with the analysis of the budget and the budgetary process with a focus on the transparency of the entire budgetary process. Furthermore, it is pointed out the weak points in the legislation that allow municipalities to be creative at certain stages of the budget process. The thesis first provides information about the individual stages of the budgetary process, which are the proposal budget, the negotiation and approval of the budget, the implementation of the budget and control, and finally the final bill. The budget process of the city of Strakonice for 2020 is also described in detail. Due to the impact of the pandemic crisis, the implementation of the budget and its control were non-standard, which is why a chapter on the impact of the crisis on the budgetary process is included. It was found that the budgetary process in practice did not differ much from the one described in the theoretical part of the thesis. Therefore, only minor recommendations have been proposed that could improve the clarity and transparency of the entire budgetary process while increasing its efficiency.
