[cze][eng] Policie České republiky je základní složkou integrovaného záchranného systému společně s Hasičským záchranným sborem České republiky, jednotkami požární ochrany zařazenými do plošného pokrytí kraje, jednotkami požární ochrany a poskytovateli zdravotnické záchranné služby. Tyto základní složky integrovaného záchranného systému denně spolupracují při řešení mimořádných událostí, kdy je vyžadováno provedení záchranných a likvidačních prací složkami integrovaného záchranného systému. Každá složka integrovaného záchranného systému je proškolena dle své působnosti v rámci plnění povinností ve své samostatné činnosti. Policisté základních článků Policie České republiky denně vyjíždí k událostem oznámeným na tísňovou linku 158 anebo 112, někdy dochází i k oznámení na ostatní tísňové linky, kdy jiné složky integrovaného záchranného systému požadují na místě přítomnost Policie ČR. Oznámení provádějí i občané osobně přímo na základním článku Policie České republiky. V případě mimořádné události, kdy je zapotřebí všech základních složek integrovaného záchranného systému, jsou na místo policisté základního článku také vysíláni. Z uvedeného plyne, že policisté základních článků řeší události, které jsou výhradně v jejich kompetenci, jako jsou přestupky, trestné činy, ale i události, které nelze nijak kvalifikovat, jelikož nejsou v kompetenci policie, ale tato je z důvodu povinnosti musí prověřit. Ve většině mimořádných události, kde dochází k zásahu integrovaného záchranného systému, je působnost Policie ČR z důvodu zajištění a uzavření místa zásahu, aby se na místě zásahu nepohybovaly osoby, které nejsou na místě zásahu potřebné, a mohlo by dojít zbytečně k jejich ohrožení. Vzhledem k tomu, že v dnešní době využívá k práci mnoho firem nebezpečné chemické látky nebo přípravky v malém množství, nejsou povinny informovat příslušné orgány o jejich využívání, na základě toho dochází pouze k označení místa, kde dochází k užívání nebezpečných látek a přípravků a je třeba chápat označení z hlediska ochrany zdraví a života. Dále jsou v teoretické části vyjmenovány nebezpečné vlastnosti těchto přípravků a látek, důležité je i značení dle několika směrnic, které je možné v dnešní době vidět. V praktické části této práce jsou informace, které se podařilo šetřením v místně příslušném obvodě místního oddělení Policie Horní Počernice zjistit. Konkrétně nebezpečné chemické látky, přípravky a nebezpečné vlastnosti chemických látek, které jsou v provozovnách a objektech, které se nachází v obvodě místního oddělení Policie Horní Počernice. Výzkumnou otázkou této bakalářské práce je, zda mají policisté místního oddělení Policie Horní Počernice informace pro řešení mimořádné události a následné efektivní řešení s ostatními složkami integrovaného záchranného systému. Pro zjištění odpovědi na tuto otázku byl vypracován dotazník pro policisty, kteří jsou služebně zařazeni na místním oddělení Policie Horní Počernice, kdy část dotazníku měla na výběr, ze čtyř odpovědí a v druhé části měli policisté popisovat postup při určených událostech. Cílem bylo zjistit, zda mají znalosti pro řešení mimořádných událostí, které mohou nastat a mohou být komplikovány vlastnostmi nebezpečných chemických látek a přípravků, které jsou používány v místně příslušném obvodě. Hlavním důvodem je zakročování policistů v mimořádných událostech, které mohou ohrožovat jejich zdraví, ale i zdraví osob v místě události. Závěr práce se zaměřuje na vyhodnocení výzkumné otázky s ohledem na stav informovanosti policistů, který byl zjištěn vyplněním dotazníku. Dále pak byl vypracován návrh na zlepšení situace informovanosti. The Police of the Czech Republic is an essential component of the Integrated Emergency System together with the Fire Rescue service of the Czech Republic, fire protection units included in the regional coverage of fire protection and medical rescue service providers. These basic components of the Integrated Emergency System work together on a day-to-day basis to deal with emergencies where the rescue and disposal work of the integrated emergency system is required. Each component of the Integrated Emergency System is trained according to its competencies in fulfilling the duties in its independent activities. Police officers of the basic police units of the Czech Republic attend events reported on the emergency number 158 or 112 daily, sometimes other components of the integrated emergency system require the presence of the Police of Czech republic at the scene of their intervention. Announcements are also carried out by citizens in person directly on the basic unit of the Police of the Czech Republic. In the event of an emergency, when all the basic components of the integrated emergency system are needed, the police officers of the basic unit are also being sent out. It follows that basic unit police officers deal with events that are solely within their jurisdiction, such as offenses, criminal offenses, but also events that can not be qualified because they are not within the competence of the police, but there is the duty to investigate. In most emergencies where the Integrated Emergency System intervenes, it is the responsibility of the Czech Police to ensure and close the intervention site so that people who are not in need of the intervention are not moved at the scene of the incident and save them from any danger. Nowdays many companies use only a small amount of hazardous substances for their work. Companies are not obliged to inform the competent authorities about the use of these substances in this case, and thus only indicate the place where the dangerous substances are used. Therefore it is so important to understand the labeling of dangerous substances so we can protect life and health. The dangerous properties of these products and substances are also listed In the theoretical part, as well as marking according to several directives that can be seen today.The practical part of this thesis content the information that has been investigated in the locally relevant district of the local police department Horní Počernice. Specifically, the hazardous chemicals, agents and hazardous properties of chemical substances in the companies and budings located in the district of the local police department of Horní Počernice. The research question of this bachelor thesis is whether the officers of the local police department of Horní Počernice have information for dealing with an extraordinary event and can consequently effective solve it with other components of the integrated emergency system. In order to find out the answer to this question, a questionnaire was prepared for police officers who were employed in the local police department of Horní Počernice, where part of the questionnaire had the choice of four answers to each question and in the second part police officers had to describe the procedure for the given events in their own words. The aim was to find out if they have the knowledge to deal with emergencies that may occur and may be complicated by the properties of the dangerous chemicals and agents that are used in the local police district. The main reason is the interception of police officers in emergencies that may endanger their health but also the health of people at the scene. The conclusion of the thesis focuses on the evaluation of the research question with regard to the state of awareness of the policemen, which was found by filling in the questionnaire. In addition, a proposal has been developed to improve the information situation.
