[cze][eng] Ve své práci bych chtěla seznámit veřejnost nejen s osobou ombudsmana jako takového, ale i s osobou speciálního ombudsmana ve zdravotnictví, s úkoly, které řeší a jak vlastně může být lidem prospěšný. Cílem mého výzkumu bylo zjistit, jak vnímá veřejnost osobu ombudsmana ve zdravotnictví, jakými záležitostmi se v rámci své funkce zabývají ombudsmani ve zdravotnických zařízeních a zmapovat četnost funkce ombudsmana ve zdravotnických zařízeních v České republice. Předpokládané hypotézy, které jsem si stanovila, byly následující. Veřejnost nemá dostatek informací o osobě ombudsmana ve zdravotnictví, nejčastějšími problémy, které ombudsman ve zdravotnictví řeší jsou stížnosti pacientů na chování lékařů a sester a nemocnice fakultního typu mají zřízenu funkci ombudsmana ve zdravotnictví. Výzkumem jsem zjistila tyto skutečnosti. V šesti zdravotnických zařízeních České republiky je zřízena funkce zdravotnického ombudsmana. Jedná se o čtyři fakultní nemocnice a dvě nestátní zdravotnická zařízení. Zřizovat tuto instituci neukládá zdravotnickým zařízením žádný právní předpis. Problémy, které zdravotničtí ombudsmani nejčastěji řeší se týkají nevhodné komunikace mezi zdravotnickým personálem a pacienty, jejich příbuznými či návštěvníky. Jako dalším problémem se jeví nespokojenost klientů s podáváním nedostatečných či neúplných informací ze strany zdravotníků, nebo také dlouhé čekací doby na ambulancích. Výzkumem při oslovení veřejnosti jsem zjistila, že téměř tři čtvrtiny respondentů se nikdy nesetkaly s pojmem zdravotnický ombudsman, neví jakými činnostmi se zabývá a vůbec netuší, že v některých zdravotnických zařízeních České republiky dokonce existuje. Stejný počet respondentů by také měl zájem o informace o zdravotnických ombudsmanech a současnou informovanost veřejnosti hodnotí jako nedostatečnou. Více jak polovina respondentů považuje funkci zdravotnického ombudsmana za potřebnou a myslí si, že zřízení funkce zdravotnického ombudsmana má vliv na zvýšení kvality zdravotní péče. In my thesis I would like to inform the public not only about the office of ombudsman as such but also about the special ombudsman{\crq}s office for public health service, the tasks that he is in charge of and the fact how he can be helpful to people. The objective of my research was to find out how the public perceives the office of the ombudsman for public health service, what issues the ombudsmen deal with within the scope their offices in the health care facilities and to map the frequency of ombudsmen{\crq}s offices in the health care facilities within the Czech Republic. The hypotheses, which I have predetermined, were as follows. The public does not have enough information on the office of the ombudsman for public health service; the most frequent issues, which the ombudsman for public health service settles, are the grievances of patients concerning the behaviour of clinicians and nurses; and teaching hospitals have established an office of the ombudsman for public health service. Through my research I have learned the following facts. The office of the ombudsman for public health service has been established in six health care facilities of the Czech Republic. It includes four teaching hospitals and two non-governmental health care facilities. There is no legal regulation stipulating the necessity to establish an office of ombudsman in the health care facilities. The issues most frequently settled by the ombudsmen concern the improper communication of medical staff with the patients and their relatives or visitors. Another problem is the patients{\crq} dissatisfaction with the fact that the medical staffs does not properly or fully inform them, as well as the issue of too long waiting time in the emergency facilities. Using a questionnaire to address the public I also found out that almost three fourths of informants have never heard the term of ombudsman, they do not know what tasks he is in charge of and have no idea that such and office exists in some health care facilities in the Czech Republic. The same number of informants would like to obtain more information on the issue of the ombudsmen in the health care facilities and the public evaluates the current awareness of this issue as insufficient. More than a half of informants consider the office of the ombudsman for public health service as useful and think that establishing of such an ombudsman{\crq}s office results in a higher quality of health services.
