Diplomová práce se zabývá tématem zhodnocení investičního záměru výstavby aquaparku ze strany obce. Definuje veřejnou správu v ČR, popisuje obec a její možné zdroje vlastních a cizích příjmů, do kterých spadají státní a evropské dotace. Stručně rozebírá veřejné stavební projekty z pohledu životního cyklu, investičních nákladů a nákladových metod sloužících k jejich hodnocení. Práce analyzuje provozní aspekty, ekonomickou náročnost a hospodaření veřejných krytých bazénů v ČR; charakterizuje konkrétní obec a posuzuje její hospodaření na základě městských rozpočtů za uplynulé tři roky; představuje určitý investiční projekt aquaparku, který by byl předmětem obecní investice, kde stanovuje jeho investiční náklady a provozní výnosy a náklady. Záměr vybudování aquaparku v obci je následně zhodnocen formou aplikace eCBA, jež hodnotí celou efektivnost investice, její financování a socioekonomické dopady. The thesis deals with the topic of municipality's investment evaluation for the construction of the water park. It defines public administration in the Czech Republic, describes the municipality and its possible sources of income, which include state and European subsidies. It briefly analyses public construction projects from a life-cycle perspective, investment costs and cost methods used to assess them. The work analyses the operational aspects, economic intensity and management of public indoor swimming pools in the Czech Republic. It characterizes a specific municipality and assesses its management based on city budgets over the past three years; it represents a certain water park investment project that would be the subject of a municipal investment, where the work reveals its investment costs and operating revenues and costs. The plan to build the water park in the municipality is latter evaluated in the form of the eCBA application, which assesses the entire efficiency of the investment, its financing and the socioeconomic impacts.
