K právu menšin je potřebné přistupovat citlivě a uvážlivě s cílem zajistit jejich příslušníkům jednak rovná práva a postavení ve společnosti a jednak práva specifická, zajišťující minoritám jejich zvláštní povahu. It is essential to adopt a sensitive and prudent approach to the rights of minorities with the aim to ensure their members equal rights and status in the society, as well as specific rights assuring the minorities their special character.
