This paper is a first step in a larger project that aims is to create a toolbox for support of dynamic distributed decision making under uncertainty. This toolbox is designed as a new generation of the software platform that serves for testing of various decision-making-related algorithms. The new framework will replace older system mixtools, from which it inherits the main low-level algorithmic base. Tento dokument je prvním krokem v dlouhodobém projektu, který má za cíl vytvořit toolbox pro podporu distribuovaného dynamického rozhodování za neurčitosti. Tento toolbox je navržen jako nová generace softwarové platformy, která slouží pro testování různých algoritmů souvisejících s rozhodováním. Nový framework nahradí starší systém mixtools, ze kterého zdědil hlavní nízkoúrovňové funkce.
