Genocida ve Rwandě představuje jak na celosvětové, tak regionální úrovni významný historický milník. Události ve Rwandě v roce 1994 měly za následek smrt přibližně milionu lidí a ukázaly, že pasivita mezinárodního společenství vůči probíhající genocidě vedla africké představitele k přesvědčení, že řešení konfliktů na kontinentu je primárně jejich odpovědností. Organizace africké jednoty jakožto klíčová organizace sjednocující africké státy představovala nejlepší institucionální nástroj, který měl zajišťovat bezpečnost na kontinentu. Organizace ovšem čelila řadě problémů, a tak byla v roce 1999 přijata Syrtská deklarace o založení Africké unie, která měla nahradit stávající Organizaci africké jednoty. V roce 2002 se konal první oficiální summit této organizace. Práce zkoumá, do jaké míry rwandská genocida ovlivnila formování Africké unie, především v otázce přístupu k bezpečnosti a pojetí suverenity státu. Ke rwandské genocidě je v práci přistupováno jako k vnějšímu šoku a historickému milníku, který výrazným způsobem ovlivnil uvažování o změně přístupu k řešení konfliktů a konceptu suverenity. Teoretický rámec práce tvoří konstruktivistické pojetí suverenity a vnějšího šoku, které dotváří celkový obraz představovaného tématu. The events in Rwanda in 1994 caused deaths of approximately one million people and showed that the international community's passivity towards ongoing genocide led African leaders to believe that the resolution of conflicts on the continent is primarily their responsibility. The Organisation of African Unity, as a key organisation unifying African states, was the best institutional instrument to ensure continental safety. However, the organisation faced several problems, so the Sirte Declaration on the establishment of the African Union was accepted in 1999 to replace the existing Organisation of African Unity. In 2002, the organisation's first official summit was held. The thesis examines the extent to which Rwandan genocide has influenced the development of the African Union, in particular on the issue of access to security and the concept of state sovereignty. Rwandan genocide is treated as an exogenous shock and a historical milestone, which has significantly influenced the thinking of changing the approach to conflict resolution and the concept of sovereignty.
