Vztah morálky a práva jako dvou regulativních systémů demokratické společnosti je shodný v cíli, ale rozdílný v prostředcích - právo stanoví hranice ve kterých je prostor morálky. Morální normy jsou efektivnější. Shledává-li společnost práci učitele odpovědnou, mohl by všeobecně závazný kodex učitele vzniknout.
