Cílem této diplomové práce je provedení analýzy problému chudoby, popsání pojem, vysvětlení důvodů a příčin vzniku chudoby a navrhnout řešení pro její předcházení. Dále pak je provedena analýza chudoby v České republice a srovnání s vybranými zeměmi EU. Posledním dílčím cílem pak bude vytvoření návrhu na opatření v boji proti chudobě. Diplomová práce byla rozčleněna na dvě části. První část představovala stručný teoretický pohled na chudobu jako sociální událost. Byly zde vymezeny pojmy chudoba, její typy, formy, ukazatelé chudoby podle mezinárodních organizací. Do této části byla zahrnuta problematika příčiny vzniku chudoby, důsledků chudoby, jak primární, tak i sekundární, sociální vyloučení (exkluze). Na tuto část navazuje kapitola nástrojů eliminujících chudobu v rámci české sociální politiky. Mezi tyto nástroje patří: životní minimum, pomoc v hmotné nouzi, příspěvek na živobytí, doplatek na bydlení, mimořádná okamžitá pomoc a minimální mzda. Tyto nástroje tvoří ucelený komplex, který v současné době poměrně dobře funguje. Většina nástrojů eliminujících chudobu působí zacíleně, to znamená, že jsou tyto nástroje využívány poměrně efektivně. Praktická část vychází z poznatků teoretického pohledu na chudobu. Zahrnuje stručnou analýzu chudoby v České republice a zároveň ji srovnává se zeměmi EU. Česká... The aim of this thesis is to analyze the problem of poverty, describing the concept, explain the reasons and causes of poverty and to propose solutions for its prevention. Furthermore, the analysis of poverty in the Czech Republic and comparison with selected EU countries. The last part of my work will develop a proposal for measures in the fight against poverty. The thesis was divided into two parts. The first part featured a brief theoretical view of poverty as a social event. There were defining poverty, its types, forms, indicators of poverty by international organizations. This section was included in the issue of the causes of poverty, the effects of poverty, both primary and secondary, social exclusion (exclusion). This part is followed by chapter tools to eliminate poverty in the Czech social policy. These tools include: subsistence, assistance in material need, living allowance, housing subsidy, extraordinary immediate assistance and minimum wage. These tools form a complex, which currently works fairly well. Most of the tools work to eliminate poverty target, this means that these tools are used quite effectively.
