Předmětem této rigorózní práce je vliv zadávání veřejných zakázek na obchod v prostředí Evropské unie. Jeho první, převážně teoreticky zaměřená část, popisuje právo zadávání veřejných zakázek v obecné rovině a podává analýzu primárních i sekundárních pramenů práva jak v rámci České republiky, tak i v rámci Evropské unie. Druhá (praktická) část se zaobírá čtyřmi základními svobodami vnitřního trhu Evropské unie (volný pohyb zboží, služeb, kapitálu a osob/svoboda usazování), přičemž tyto porovnává s nejtypičtějšími projevy relevantních oblastí práva zadávání veřejných zakázek, které k nim lze vztáhnout. Konečně třetí část této rigorózní práce je zaměřena na typické a zároveň nejproblematičtější způsoby omezování účasti zahraničních dodavatelů ve veřejných zakázkách zadávaných "českými" zadavateli. This thesis focuses on the influence of the public procurement on the trade market of the European Union. Its first, mostly theoretical part describes the law of public procurement in general, analyzing its primary and secondary legal sources both in Czech Republic and in the European Union. The second (practical) part deals with the four primary freedoms of the internal market of the European Union (freedom of movement of goods, services, capital and persons/establishment), comparing it with the most frequent exhibits of the relevant areas of the law of public procurement. Finally, the third part of this thesis is focused on the typical and most problematic ways of preventing the foreign companies from participating in the Czech public tenders.
