[cze][eng] Práce se zabývá problematikou financování neziskových organizací z fondů Evropské unie s užším zaměřením na komunitární programy. Ty byly zvoleny proto, že na rozdíl od strukturálních fondů není k dispozici dostatek literatury, který by se zabýval komunitárními programy v českém prostředí. Součástí této práce byl proto průzkum, jehož cílem bylo na několika případových studiích ukázat českou zkušenost s komunitárními programy. Cílem průzkumu bylo popsat zkušenosti českých NNO s čerpáním dotací z komunitárních programů a potvrdit nebo vyvrátit následující hypotézu: Pravidla čerpání dotací od Evropské komise jsou nastavena tak, že na ně dosáhnou pouze velké a bohaté NNO. Ze strany českých NNO navíc dochází k nepochopení účelu dotací, kterým není financování NNO jako takových, ale financování realizace cílů EU prostřednictvím NNO. Průzkum ukázal, že i malé neziskové organizace jsou schopné žádat o dotace v rámci evropských komunitárních programů a uspět. U oslovených organizací byla navíc úspěšnost poměrně vysoká a pro zhruba polovinu z nich představuje příslušný komunitární program (podle oboru jejich činnosti) hlavní zdroj financování. Lze proto konstatovat, že hypotéza byla vyvrácena.This master's thesis is concerned with NGO financing from EU funds, with a special emphasis on Community Programmes. Since there is a few information sources on Community Programmes in the Czech Republic compared to Structural Funds, the thesis provides a survey focused on the Czech experience with Community Programmes, using some case studies as examples. The research questions to be pursued are as follows: Are the rules for EU funds application process restrictive? Do the Czech NGOs understand the EU funds objectives well?
