[cze][eng] Práce se zabývá rozdíly v hlasování mezi stranickými kluby v Poslanecké sněmovně a Senátu Parlamentu České republiky. Především se věnuje senátorům a jejich vazbám na politické strany. Autor formuluje tři základní hypotézy. Předpokládá, že senátoři jsou při hlasováních více nezávislí na svých stranách než poslanci. Také se snažil ověřit tezi, že stranické kluby v obou komorách parlamentu jsou více jednotné při důležitějších hlasováních (například o zákonech apod.). Dále předpokládá, že počet křesel vládních stran nemá vliv na setrvání vlády v úřadu ani na její legislativní činnost. Práce je rozdělena na dvě části. V teoretické autor stručně popisuje strukturu a složení českého parlamentu, následně se věnuje výsledkům průzkumu zaměřeného na roli poslanců a senátorů z jejich vlastního pohledu. Také je popsána teorie James N. Druckmana a Michael F. Thiese o vlivu bikameralismu na vznik a udržení vlády. V analytické části autor shrnuje výsledky vlastních analýz i ve vztahu k hypotézám stanoveným na začátku. Na základě porovnání tzv. Rice indexu jednotnosti při hlasování dospěl autor k závěru, že senátoři jsou při hlasováních méně jednotní než poslanci. Toto tvrzení může být podpořeno i faktem, že na rozdíl od poslanců, u senátorů neplatí obecné pravidlo větší jednotnosti při důležitějších hlasováních. Závěrem...Author's thesis is concerned with differences between voting of parliamentary party groups within both chambers of Czech Parliament, Chamber of Deputies and Senate. It primarily focuses on senators and their relation to their respective parties. Author articulates three main hypothesis which he is trying to verify. Firstly, he anticipates senators to be less bounded to their parties than deputies. Secondly, he suggests that parliamentary party groups in both chambers become more united when it comes to more important voting. Lastly, the author considers the number of seats of parties in government in the Senate has no influence on either stability or legislative initiatives of the government. The theoretical part briefly describes Parliament of the Czech Republic, its composition, the role of the chambers and the legislative process. It also introduces outcomes of research made by Sociological Institute of Academy of Science of the Czech Republic in Parliament aimed at examining the role of deputies and senators from their own perspective.
