[cze][eng] Cílem této diplomové práce je provedení analýzy procesu decentrálního pořizování majetku a služeb u útvaru Armády České republiky, konkrétně u 72. mechanizovaného praporu Přáslavice, která vyhodnotí současný proces decentrálního pořizování majetku a služeb a pomůže k formulaci návrhů na zdokonalení analyzovaného procesu u zvoleného útvaru.
Diplomová práce je rozdělena na teoretickou a praktickou část. Teoretická část slouží jako podklad pro zpracování praktické části a bude vypracována na základě studia vhodné literatury, současné legislativy vztahující se na oblast zadávání veřejných zakázek a interních dokumentů resortu Ministerstva obrany České republiky. V praktické části je vypracována analýza procesu decentrálního pořizování majetku a služeb u vybraného útvaru. Analýza obsahuje deskripci všech kroků procesu decentrálního nakupování prostřednictvím e-tržiště a je zpracována na základě pozorování a individuálních rozhovorů s vybranými pracovníky útvaru. Dále je analýza doplněna o syntézu všech realizovaných decentrálních nákupů útvaru v roce 2015 a pro úplnost je uveden i příklad konkrétní reálné veřejné zakázky realizované v roce 2015. Provedený kvalitativní výzkum je rozšířen o dotazníkové šetření, uskutečněné ve dvou vybraných vojenských útvarech v resortu Ministerstva obrany České republiky, 72. mechanizovaného praporu Přáslavice a Centra simulačních a trenažérových technologií Brno.
The aim of this thesis is to analyze the process of decentralized procurement of goods and services by the Department of the Army of the Czech Republic - specifically the 72nd Mechanized Battalion Přáslavice to evaluate the current process of decentralized procurement of goods and services and help to formulate proposals for improving the process of being analyzed at selected department.
The thesis is divided into two parts, theoretical and practical. The theoretical part serves as a basis for the practical part and is based on study of appropriate literature, current legislation relating to public procurement and internal documents of the Ministry of Defence. The practical part is an analysis of the decentralized process of acquiring property and services by selected department. The analysis includes a description of all process steps decentralized purchasing through e-marketplace and is prepared on the basis of observation and individual interviews with selected personnel department. Further analysis is complemented by a synthesis all implemented decentralized purchasing department in 2015 and is listed for completeness and concrete example of real procurements executed in 2015. The qualitative research is enhanced by a questionnaire carried out in two selected military units within the Ministry of Defence, 72nd Mechanized Battalion Přáslavice and the Center for Simulation and Training Technology Brno.
