[cze][eng] Diplomová práce se zabývá dotační politikou a jejím významem pro zemědělství v regionu Sedlčansko. Cílem práce bylo s použitím dostupné odborné literatury podat ucelený náhled na tuto problematiku. Vysvětlen byl důvod vzniku dotací a jejich význam. Byla zpracována tématika společné zemědělské politiky Evropské unie a její vliv na zemědělství České republiky. Představeny byly i prostředky, které používá Česká republika k podpoře zemědělců. Cílem práce je na regionu ukázat prakticky problematiku dotační politiky v rámci zemědělství. Byly stanoveny hypotézy: dotační politika v regionu Sedlčansko přispívá ke konkurence-schopnosti zemědělství, udržitelnému řízení přírodních zdrojů a k vyváženému rozvoji venkova a využívání dotací v regionu je srovnatelné se situací na celorepublikové úrovni. Byl charakterizován region Sedlčansko z hlediska přírodních podmínek, zemědělství, obyvatelstva. Zpracována byla data o čerpání dotací zemědělskými subjekty v regionu za rok 2014. Z těchto dat byly vytvořeny tabulky a grafy, došlo k porovnání mezi právnickými a fyzickými osobami i s celorepublikovou situací. Z hlediska vyplácených dotačních titulů, je v porovnání s celorepublikovou situací v regionu výrazně významná podpora v rámci méně příznivých oblastí. Z charakteristiky regionu byla zpracována SWOT analýza, v jejíž návaznosti jsou vypsány dotační možnosti pro rok 2016 v rámci Programu rozvoje venkova. V terénním šetření byla použita dotazníková šetření a polo-standardizované rozhovory se zemědělskými subjekty v regionu. Výsledky ukázaly, že prostřednictvím dotační politiky v regionu došlo ke zlepšení životní úrovně pracovníků v zemědělství, k možnosti modernizace výroby a strojové techniky. Zemědělské subjekty zároveň vnímají i negativa: rozdíly ve výši podpor mezi státy EU, zvyšování cen půdy a cen za nájem půdy a zvyšování cen dalších vstupů, nerovné podmínky jednotlivých státu EU, přílišná byrokracii a složitá legislativa. V rámci přírodních zdrojů se v regionu výrazně projevuje vodní eroze. Venkov v regionu se i přes dotační politiku stále potýká s problémy (snižující se počet obyvatel, odchod lidí do měst, stárnutí venkovské popu-lace, snižující se počet zemědělských podnikatelů). Na základě těchto výsledků nebyly hypotézy potvrzeny.The thesis deals with a subsidy policy and its significance in an agriculture in the Sedlčany region. The aim was to use the available and professional literature and to give a comprehensive view on this issue. It was explained a reason for a creation of the subsidies and their importance. A comprehensive view on the Common Agricultural Policy of the European Union was elaborated and its impact on an agriculture of the Czech Republic. The means were described, which the Czech Republic use to support farmers. The aim was to demonstrate the region practically subsidy policy issues within agriculture. Hypotheses were set: the subsidy policy contributes to a competitiveness of the agriculture, a sustainable management of a natural resources and a balanced development of rural areas in the Sedlčany region, use of subsidies is comparable to a situation at the national level in the region. Sedlčany region was characterized in terms of natural conditions, the agriculture, and the population. A data was processed on utilization of subsidies to agricultural entities in the region for the year 2014. Charts and graphs were generated from these data. Agricultural companies and private farmers were compared also the region and a nationwide situation. A support less favored areas is considerably more significant in terms of subsidies paid in the region. SWOT analysis was compiled of characteristics of the region. Subsidy options for 2016 under the Rural Development Programme were resulted. Questionnaire and semi-standardized interviews with agricultural entities were used in a field research in the region. Results demonstrated: the subsidy policy improves a living standards of workers in an agriculture, a modernization of a production and a mechanical engineering in the region. Agricultural entities perceive the negatives: differences in a level subsidies between the EU states, an increasing a land prices and a land lease prices, an increasing other inputs prices, unequal conditions of each EU member state, too much a bureaucracy and a complicated legislation. A water erosion occurs in a context of natural resources in the region. Rural areas are facing despite the subsidy policy with problems in the region (a declining population, departure of people to the cities, an aging rural population and a decreasing number of agricultural entrepreneurs). Hypotheses were confirmed based on the results of field investigation.
