Bakalářská práce se zabývá problematikou rozpočtové odpovědnosti obcí a krajů a jejími ekonomickými důsledky. Práce je rozdělena na dvě na sebe navazující části. První část teoretická je literární rešerše, kde je nejprve vysvětleno dělení územní samosprávy a veřejných rozpočtů. Dále je popsáno hospodaření obcí a krajů a jejich rozpočtová odpovědnost a rizika finančního řízení. Jako poslední je podrobně popsán rozpočet, jeho sestavení, rozpočtový proces a celková následná kontrola a správní delikty za porušení rozpočtové kázně. V druhé praktické části jsou důkladně rozebrány a zhodnoceny výsledky hospodaření dvou městysů Senomaty a Pavlíkov za jedno volební období od roku 2011 až do roku 2014. Jeden z dílčích cílů zhodnocení je například zjištění míry zadlužení vůči navýšení majetku obcí, důvod nárůstu objemu příjmů a výdajů, využití dotací a celkového zhodnocení finančního zdraví obcí. K posouzení příčiny rozdílného hospodaření byla využita metoda strukturovaného rozhovoru se starosty obou obcí, kteří mají jak politické, tak i ekonomicky odlišené názory na řízení svých sídel. Na závěr byla jejich ekonomická situace vyhodnocena a popsána doporučení, jak zefektivnit správu tak, aby bylo možné předcházet rizikům, která s sebou rozpočtová odpovědnost nese. This undergraduate thesis is dealing with the problematics of budget responsibility of villages and regions and its economic consequences. The first part of thesis is theoretical part (a literary recherché) and the second, practical part evaluates economy of two villages over one election period, between the years 2011 and 2014 in particular. The beginning of the theoretical part describes a division of the regional self-government and public budgets. It is followed by a detailed description of villages and regions economy and their responsibility, and by risks of financial management of municipalities. The last section is focused on a detailed description of a budget and its compilation, its process and a consequent audit and regulatory offences of violation of fiscal responsibility. The practical part begins with an analysis and a comparison of economy of two villages, Senomaty and Pavlíkov. The thesis also utilizes a method of a structured interview with the mayors of both villages, who both have different ideas about political and economic issues of their area. The focus is also on the ratio between debt and asset increase, as well as on the kinds and amounts of income, on the funding utilization, and on the overall financial health. Consequently, their economic situation was evaluated, and a recommendation how to make their economy more efficient and how to prevent the risks of budget responsibility was provided.
