[cze][eng] Tato práce se zabývá otázkami vědní disciplíny "Evaluace", která je prováděna v rámci Politiky hospodářské a sociální soudržnosti EU. Tato politika je aktuální také pro Českou republiku, která se na její realizaci podílí od roku 1995. Autorův přístup k evaluaci je určen hlavní úlohou této vědy v rámci Politiky hospodářské a sociální soudržnosti EU - je to evaluace hospodárnosti, efektivnosti a účelnosti (3E) veřejných finančních zdrojů poskytovaných na podporu stimulace hospodářské a sociální soudržnosti napříč EU. V této disertační práci se autor zabývá myšlenkou posílení evaluace prostřednictvím rozvoje metodologie hodnocení na úrovni veřejného neinvestičního projektu. Jedním z hlavních atributů tohoto typu projektu je obtížná kvantifikace jeho přínosů, které jsou uvažovány jako nehmotné. V první části disertace (která je věnována literární rešerši) autor definuje evaluaci, prováděnou v oblasti Politiky hospodářské a sociální soudržnosti do nutného kontextu - jsou zde zejména vysvětleny vazby mezi evaluací a současnými proudy teorií regionálního rozvoje (neo-liberalismus a institucionalismus). Dále je evaluace analyzována jako discplína vhodná pro veřejné rozpočty ve smyslu nástroje vysvětlujícího dosažené hodnoty efektů veřejných intervencí (programů a projektů). Z tohoto důvodu je evaluace interpretována jako proces, který se skládá ze čtyř základních kroků. Tyto základní metodické kroky je možno použít nejen v rámci programu, ale také v rámci projektu. V závěru literární rešerše autor předkládá nový teoretický model evaluace projektu, který je vhodný pro vybranou skupinu projektů. Tento model je založen na aplikaci logických modelů, což dále zahrnuje aplikaci evaluačních otázek a evaluačních indikátorů v rámci celého projektového cyklu. Hlavním účelem tohoto modelu je měření hospodárnosti, efektivnosti a účelnosti v podmínkách projektu. Pro ověření funkčnosti tohoto modelu je do práce zařazena i ukázka použití tohoto modelu v rámci typického neinvestičního projektu přeshraniční spolupráce, který je nyní podporován Fondem malých projektů příslušného operačního programu. Model je zasazen do posloupnosti metodických kroků evaluace projektu a je zde současně využito známé členění evaluace dle času (ex-ante, interim a ex-post). V ex-ante fázi projektu se model jeví jako vhodný nástroj pro posuzování projektových variant dle 3E. Ve fázi interim je demonstrován možný postup, jak maximalizovat současně hospodárnost a nákladovou efektivnost pouze s pomocí sledování a vyhodnocování úrovně hospodárnosti. Je zde rovněž metodicky vysvětlen způsob, jakým je hodnota indikátoru nákladové efektivnosti ovlivňována úrovní hospodárnosti projektu. Konečně, ve fázi evaluace ex-post je demonstrován způsob měření užitku projektu po ukončení fyzických aktivit projektu. Všechny uvedené výhody aplikace modelu jsou dány kvantifikací indikátorů; v ex-ante fázi jsou měřeny evaluační indikátory hospodárnosti a nákladové efektivnosti, v interim fázi pak zejména indikátory hospodárnosti a v ex-post fázi jde o indikátory účelnosti. Pomocí ekonomické explanace dosažených hodnot monitorovacích indikátorů tento metodický postup umožňuje minimalizaci nezpůsobilých výdajů, posiluje udržitelnost projektu a je vhodným prostředkem objektivnějšího posouzení skutečných přínosů projektu. Z tohoto důvodu je možné tento metodický postup doporučit jak projektovým manažerům, tak administrátorům současného Fondu malých projektů.This dissertation is concerned with questions of a branch called "Evaluation", which has been implemented within the framework of EU Cohesion Policy. This policy is also topical for the Czech Republic, which has been involved to this policy's implementation since 1995. Author's approach to the evaluation is determined by the main task of this branch in the EU Cohesion Policy -- it is evaluation of economy, efficiency and effectiveness (3E) of public financial resources provided to accelerate a vision of economic and social cohesion through the EU. In this dissertation, author deals with an idea of strengthening of evaluation by means of development of evaluation's methodology at the level of public non-investment project. One of main attributes of this project's type is difficult quantification of its benefits, which are considered as intangible. In the first part of the dissertation (which is devoted to a literature search), author sets evaluation, which is supposed to be implemented in the terms of regional policy, in the necessary context; there are explained connections between evaluation and actual streams of public development theory (neo-liberalism and institutionalism). Further, evaluation is analyzed as a branch, which is appropriate for public budgets within the meaning of an explanatory tool for achieved values of public interventions (programs and projects). That is, why evaluation is interpreted as a process, which is composed of four basic steps. It is possible to apply these steps not only in the context of program, but they are also applicable in the project's context. At the end of the first part, author determines a new theoretical project evaluation model appropriate for the chosen group of projects. This model is based on an application of project's logic models which include evaluation questions and evaluation indicators through the whole project cycle. The main purpose of this model is measuring of economy, efficiency and effectiveness in the conditions of project. To verify a functionality of this model, there is included a demonstration of model's use within the scope of a typical non-investment project of cross-border cooperation which is supported now from Fund of Small Projects given to a due operational program . The model is set in a sequence of methodical steps of project evaluation and it is advantageous to use well known evaluation's time classification (ex-ante, interim and ex-post). In ex-ante project's phase, it appears to be an appropriate tool for an assessing of various projects' alternates according to 3E. In interim phase, there is demonstrated a possible procedure how to maximize both economy and cost-effectiveness only with the means of economy's control. There is also stated, how is a value of the cost-effectiveness's indicator influenced by the level of project's economy. Finally, in the ex-post phase, there is demonstrated how to measure a project's utility after ending of project's activities. All of these benefits are achieved by quantification of indicators; ex-ante phase is concerned with economy and cost-effectiveness indicators, interim phase especially with economy indicators and ex-post phase with utility indicators. With economic explanation of achieved values of monitoring indicators this methodical process makes a non-eligible cost minimization, sustainability and better assessment of factual project's benefits possible. On that ground, it is possible to recommend this methodical process both to project managers and Fund's administrators.
