Tato práce se zabývá platnými regulacemi v odvětví ultralehkých letadel. Jsou zde srovnávány legislativy účinné na území Spojených států amerických a Evropské unie. Vstup na trh je v tomto odvětví podmíněn certifikací modelu ultralehkého letadla, se kterým chce výrobce prorazit. To představuje překážku vstupu na trh. Ospravedlnění regulací v tomto odvětví nacházeli regulátoři v ekonomických teorií regulace, které jsou popsány v teoretické části. Praktická část práce obsahuje analýzu legislativy platné na území Spojených států a vybraných zemí Evropské unie. Pro porovnání efektivnosti regulací obou celků je vytvořen odhad nákladů, které vznikají výrobci působením zkoumaných regulací. Hlavním přínosem analýzy a odhadu nákladů je závěr, že jednotná americká legislativa způsobuje výrobci nižší náklady a představuje tak menší překážku vstupu na trh. Proti tomu legislativu platnou na území Evropské unie lze označit za méně efektivní. The thesis deals with regulations affecting the industry of ultralight aircraft. Examined regulations are currently valid in the European Union and The United States of America. Legislation of both units is analyzed and then compared. New model of aircraft has to be certified. Certification itself creates barrier to market entry. Theoretical part describes economical theories of regulations, which justify the existence of regulations. In practical part legislations are analyzed. Cost estimations are made for comparison financial impacts of regulations in EU and USA. The analysis shows that united USA legislation causes lower costs and creates smaller barriers to market entry. On the other side, legislation valid in European Union is less effective.
