Diplomová práce pojednává o zákonné úpravě státní služby a jejího porovnání s pracovněprávní úpravou v ostatních oblastech. V práci je rozebrána základní teorie veřejné služby, její vývoj a členění v rámci České republiky a její současnou podoba. Součástí práce je i rozbor oblastí, které se tématu bezprostředně týkají, jako například personální oblast pracovněprávní v rámci veřejné správy. Závěrem práce je porovnání hlavních zákonů, upravujících státní službu, se soukromoprávní úpravou, tedy se zákoníkem práce. Práce poskytuje přehled pozitiv a negativ současné úpravy státní služby. The master thesis discusses the legal regulation of employment of the state administration and its comparison with the labour regulations in other areas with similar characteristics. The thesis analyzes the theory of public administration, its development and the segmentation within the Czech Republic and the current state of it. The thesis also includes analysis of the areas which are directly related to the topic, such as human resources management in the public administration. Finally, the thesis is showing a comparison of the main bills of the public service with the bills which are covering the employment private sector, i.e. Labour Code. Thesis provides an overview of positive and negative aspects of the current state of the bill of state administration.
