Cílem předkládané bakalářské práce je finanční analýza hospodaření města Pelhřimov na konkrétním příkladu rozšíření čističky odpadních vod. Vedle analýzy hospodaření si práce klade za cíl také analýzu budoucích přínosů pro město a zhodnocení efektivnosti investice. Práce je rozdělena na teoretickou a praktickou část. V teoretické části je definována obec, uvedeno sestavování rozpočtu obce a rozpočtového procesu, dále je zde popsáno rozdělení příjmů a výdajů v rámci rozpočtu obce. Poslední část je věnována vymezení dotací v ČR a způsobům hodnocení hospodaření obcí. Praktická část je zaměřena zejména na finanční analýzu hospodaření města a analýzu efektivnosti rozšíření čističky odpadních vod, která je velmi aktuálním tématem pro město. Analýza potenciálu města je zhodnocena pomocí SWOT analýzy. Z výsledků celkové syntézy analytické části vyplývá, že město Pelhřimov velmi dobře využívá finančních prostředků k zajišťování veřejných statků, mezi které patří i projekt rozšíření čističky odpadních vod. The bachelor thesis deals with a financial analysis of the economy of the city Pelhřimov on a concrete example of wastewater treatment plant expansion. This work aims to analyze the future benefits for Pelhřimov community and to evaluate the effectiveness of the investment. The thesis is separated into a theoretical and a practical part. The theoretical part contents a definition of the city`s community and a description of the municipal budget and the budgetary process, moreover this part provides the division of revenues and expenditures within the budget of the municipality. The last chapter is dedicated to the theoretical definition of subventions in the Czech Republic and to the ways of evaluating municipalities' management. The practical part is focused on the financial analysis of the city management efficiency and on the analysis of the expansion of the wastewater treatment plant which is a current topic for the city. The analysis of the city's external potentiality is evaluated using SWOT analysis. From the results of overall synthesis, which are provided in the thesis, it is implied that city Pelhřimov uses its financial instruments very well to cover public expenses, wherein the expansion of wastewater treatment plant is part of this expenses.
