Tématem této diplomové práce jsou podlimitní veřejné zakázky na dodávky. Cílem práce je zhodnotit vztah mezi otevřeností soutěže a úsporou veřejných prostředků. Otevřenost soutěže je měřena počtem podaných nabídek, úspora veřejných prostředků je stanovena na základě cenové diference, která je definována jako poměr konečné hodnoty veřejné zakázky a hodnoty předpokládané. Datový soubor o velikosti 882 zakázek posloužil jako vhodná základna pro regresní analýzu, která prokázala negativní vztah mezi počtem podaných nabídek a cenovou diferencí. S každou další podanou nabídkou se tedy úspora veřejných prostředků zvyšuje. V závěru práce je zhodnocena provedená analýza a na základě zjištěných výsledků jsou formulována doporučení pro praxi. The theme of this diploma thesis are public procurement below - threshold to delivery. The aim of the work is to evaluate the relation between openess of competition and savings of public sources. The openess of competition is measured in quantity of tenders, savings is established at the price differention, which is defined as ratio of final to original price of order. A data file containt 882 orders was good base for regress analysis, which proved the negative relation between quantity of tenders and the price differention. With every additional tender is savings of public sources higher. In the end of the thesis is assessed the analysis and according to that is there a suggestion.
