[cze][eng] Předkládaná bakalářská práce se zabývá analýzou administrativní náročnosti čtyř vybraných veřejných výdajových programů v České republice (OP Doprava, ROP NUTS II Jihozápad, ROP NUTS II Jihovýchod, Program obnovy venkova Jihočeského kraje 2009). V teoretické části se věnuje problematice programového financování, hodnocení a monitoringu a vymezuje administrativní náklady. Dále stručně popisuje situaci v ČR a krátce představeny jsou i jednotlivé analyzované programy. V praktické části je popsán sběr primárních dat, odhad chybějících údajů o mzdových nákladech a následně je pomocí metody přepočteného pracovníka analyzována a komparována administrativní náročnost zmíněných programů.The bachelor thesis deals with analysis of the administrative effectiveness of public expenditure programmes in the Czech Republic. The theoretical part describes the issues of financial programming, monitoring and evaluation, and defines the administrative costs. It also includes the description of actual situation in the Czech Republic and four analyzed programmes are briefly introduced. The practical part describes the primary data collection and payroll costs estimation. Then the administrative costs are calculated using the method of recalculated worker and the results are compared.
