Cílem každého státu v dobách krize je šetřit na výdajích. Jednou z možností, jak toho dosáhnout, je zreformovat sociální systém. V České republice probíhá Sociální reforma systému nepojistných sociálních dávek. Cílem bakalářské práce bylo zmapovat zkušenosti referentů nepojistných sociálních dávek s probíhající sociální reformou a změnami, které v souvislosti s touto reformou proběhly. Dne 1.1.2012 došlo ke sloučení výplatních míst dávek státní sociální podpory, dávek hmotné nouze a dávek pro osoby se zdravotním postižením. Rozhodování a administrace těchto dávek je od tohoto data prováděno jediným orgánem, kterým je Úřad práce ČR. Tento krok měl přinést možnost efektivnějšího řízení a administrace dávek i lepší kontrolovatelnost využití prostředků státu. Od 1.1.2012 lze vyřídit veškeré služby - jak v oblasti zaměstnanosti, státní sociální podpory, pomoci v hmotné nouzi i dávek pro osoby se zdravotním postižením prostřednictvím Úřadu práce ČR. Kvalitativní výzkum byl proveden metodou dotazování, použita byla technika polostrukturovaného rozhovoru. Koncepce rozhovoru byla postavena na 6 okruzích. Sběr dat probíhal v únoru a březnu 2014. Zkoumaným souborem bylo 9 referentů nepojistných sociálních dávek zvolených účelovým výběrem na jednotlivých kontaktních místech Úřadu práce České republiky, Krajské pobočky České Budějovice. Z výsledků práce vyplynulo, že jednotliví referenti zatím spatřují v provedené reformě spíše nevýhody. Návrhy na zlepšení ze svého pohledu nemají nebo jsou pouze malého rozsahu. Největší problém vidí ve změnách v programovém vybavení, dále pak ve vzniku a následném zániku S-Karty. Prostřednictvím této karty sociálních systémů měly být vypláceny veškeré nepojistné sociální dávky, v budoucnu i dávky důchodového zabezpečení. Práce přinese zpětnou vazbu na zrealizované dílčí reformní kroky v rámci výplaty nepojistných sociálních dávek, a může tak podnítit diskusi k případným následným modifikacím. The goal of each country is saving money during crisis. One of the ways how to reach it is to reform the social system. In the Czech Republic there is now ongoing the Social Reform of non-insurance social benefits. The aim of this thesis was to explore the experience of officers, who works on non-insurance social benefits with the ongoing reform and social changes, what with the link of this reform occurred.On 1st January 2012 there was a merger of pay sites of state social support benefits, personal financial crisis benefits and benefits for people with disabilities. Decision and administration of these benefits from this date is made by one authority, which is the Labour Office of the Czech Republic. This step had carry on bring the possibility of more efficient management and administration of benefits and better controllability of funds. From 1st January 2012 can handle all services - both in the areas of mployment, state social support, assistance in personal financial crisis benefits for the people with disabilities through the Labour Office of the Czech Republic. Qualitative research was conducted by method of using the controllability interview. The concept of the interview was based on six topics. Collection data was ongiong in February and March 2014. The research sample consisted of nine officers of non-insurance social benefits selected purposeful selection at each office labor Czech Republic, the regional branch of the Ceske Budejovice. From the results of the work revealed, that individual officers still perceive in the reform rather disadvantages. Suggestions for improvement from his point of view doesn't have a range or they are only a small range. The biggest problem, what I see in the changes in the software, then in the creation and destruction subsequent of S-Card. Using of this card people should pay all non-insurance social benefits, in the future security and retirement benefits. Work have to feedback to the partial reform measures implemented in the context of payment non-insurance social benefits and can stimulate discussion on possible subsequent modifications.
