Cílem této bakalářské práce je vyhodnocení činností sborů dobrovolných hasičů (dále jen "SDH") okresu České Budějovice na úseku požární prevence a preventivně výchovné činnosti (dále jen "PVČ") ve stanoveném období let 2008-2012. Práce je členěna na dvě hlavní části, a to část teoretickou a část výsledkovou. První část práce je část teoretická, která obsahuje informace o počátcích požární prevence, výčet základních právních předpisů a norem, které se přímo týkají otázky požární prevence a PVČ a hrubý nástin současného stavu. Dále lze také v teoretické části práce nalézt informace, které mají za cíl charakterizovat okres České Budějovice, a to jak z hlediska geografického, tak i podle administrativních charakteristik. Ve zbývající části teoretického úseku práce jsou popsány jednotlivé organizace, které působí na úseku požární prevence a PVČ, počínaje Hasičským záchranným sborem ČR, Sdružením hasičů Čech, Moravy a Slezska a sbory dobrovolných hasičů konče. Další část práce je tvořena metodikou, která popisuje postup, jakým byly získány údaje potřebné pro výsledkovou část práce. Pro zjištění informací, které se týkají činností SDH na úseku požární prevence a PVČ bylo osloveno všech 213 SDH, které působí na území okresu České Budějovice, a současně s tím, byli osloveni také obyvatelé okresu České Budějovice. Respondenti z řad obyvatelstva byli vybráni na základě stratifikovaného výběru, během kterého bylo náhodně vylosováno 23 obcí. V každé z takto vylosovaných obcí byly, na základě záměrného výběru po domluvě se zástupcem obce, vybrány vytipované lokality, kde probíhalo vlastní dotazování. Součástí metodiky bylo také stanovení výzkumné otázky, která byla na základě zjištěných informací vyhodnocena. Výsledková část práce je rozčleněna do několika dílčích podkapitol. První z těchto podkapitol obsahuje výsledky dotazníkového šetření, které se uskutečnilo mezi jednotlivými SDH v okrese České Budějovice. Z celkového počtu 213 reagovalo na opakovanou žádost o spolupráci 158 sborů, tj. přibližně 74 % ze všech SDH v okrese. Zjištěné výsledky jsou zde uvedeny, v závislosti na charakteru otázky, buď ve formě textu, nebo v podobě grafu, který je doplněný o stručný komentář pro snadnější porozumění. Obdobně je řešena i druhá podkapitola, která obsahuje výsledky zjištěné v rámci uskutečněného dotazníkového šetření mezi obyvateli okresu České Budějovice. I tato podkapitola obsahuje výsledky buď v textové podobě, jednalo-li se o tzv. otevřenou otázku, kdy měli respondenti možnost vyjádřit svůj názor vlastními slovy, nebo v grafickém znázornění pomocí grafu, pokud se jednalo o otázku, kde respondenti vybírali z předem připravených odpovědí. V podkapitole s názvem Zhodnocení činností sborů dobrovolných hasičů jsou tyto výsledky zjištěné od SDH a obyvatelstva shrnuty do celkového přehledu uvedeného do několika tabulek. Na základě zjištěných údajů bylo provedeno vyhodnocení výzkumné otázky, která byla pro potřeby této práce formulována v metodické části, a navržena možná opatření, pomocí kterých by bylo možné dosáhnout zlepšení současného stavu, který byl na základě výzkumu zjištěn. Celkem bylo stanoveno 6 návrhů, jak zlepšení dosáhnout. Obecně lze konstatovat, že navrhovaná opatření mají za cíl dva hlavní úkoly, a to jasně definovat smysl existence SDH v dnešní společnosti z pohledu obyvatelstva a více podporovat SDH v činnostech, které sbory na úseku požární prevence, resp. PVČ, vykonávají, nebo by vykonávat mohly. The aim of this bachelor thesis is to evaluate the activities of the volunteer fire brigades of the district of České Budějovice in the field of the fire prevention and preventive educational activities during the specified period of 2008-2012. Thesis is structured into two main parts, a theoretical part and a part of results. The first part is theoretical, that contains information about the origins of fire prevention, a list of essential legislation and standards that directly relate to the question of fire prevention and preventive educational activities and the outline of the current situation. It is also possible to find there the information, which are intended to characterize the district of České Budějovice in geography and administrative characteristics. In the remaining part of the theoretical section of the thesis describes the different organizations operating in the field of the fire prevention and preventive educational activities, starting from the Fire and Rescue Service of the Czech Republic, the Association of Firefighters of Bohemia, Moravia and Silesia and volunteer firefighters in the end. Next part of this thesis contains a methodology that describes the way of necessary data acquiring for the results part of the thesis. To obtain information concerning the activities of volunteer fire brigades in the field fire prevention and preventive educational activities were approached all of 213 volunteer fire brigades, which operates in the district of České Budějovice, and at the same time, information were approached by the inhabitants of the district of České Budějovice. Respondents from the population were selected based on a stratified selection, during which it was randomly drawn 23 municipalities. In each of the winning communities were as follows, based on deliberate choice after consultation with representatives of the community, selected the identification of sites where polling was done. In this part was stipulated the research question, which were evaluated according the gathered information. Results part of the thesis is divided into several sub-sections. The first of these subsections contains the results of the questionnaire survey, which took place among the volunteer fire brigades in the district of České Budějovice. Only 158 from a total of 213 corps responded to repeated requests for cooperation. It's approximately 74 % of volunteer fire brigades in this district. The results are presented, depending on the nature of the question, either as text or as a graph, which is accompanied by a brief commentary for easier understanding. Similarly is addressed the second subsection, which contains the results detected under the questionnaire survey among the residents of the district of České Budějovice. This section contains the results either in text form, whether there was a so-called open question where respondents had the opportunity to express their opinions in their own words, or in a graphical representation of using the graph, if there was a question where respondents chose from pre-prepared answers. In the chapter titled Evaluation of the activities of volunteer fire brigades are results obtained from volunteer fire brigades and residents summed to a total overview shown in several tables. Research question, which was formulated in the methodological section, was evaluated and possible measures through which it would be possible to improve the present situation, was suggested according the research. Six proposals were determined to improve present situation. Overall, the proposed measures aim two main tasks, to clearly define the meaning of existence volunteer fire brigades in today's society and to encourage volunteer fire brigades in activities in the field of fire prevention and preventive educational activities.
