Ústavní problematika samosprávy se netýká pouze otázek, kde ústava výslovně samosprávu zaručuje nebo zmiňuje, ale také problémů, kde regulace činnosti centrálních orgánů je ústavně provedena, zatímco v rovině samosprávy tomu tak není, a některých dalších otázek. Článek se výslovně věnuje základním ústavním ustanovením vztahujícím se k samosprávě. The constitutional issues of self-government do not regard only such matters where the Constitution explicitly warrants or mentions self-government, but also such matters where the regulation of activities of central bodies is carried out by the Constitution, while it is not the case on the level of self-government; and some other matters. The article expressly deals with fundamental constitutional provisions relating to self-government.
